THE FAA IS ONLY LOOKING FOR FEEDBACK ON THE CARES DRAFT STATEMENT OF OBJECTIVES (SOO), POTENTIAL ACQUSITION STRATEGY AND INFORMATION IN REGARDS TO PRICING STRATEGIES. MATERIALS SUCH AS CAPABILITY STATEMENTS ARE NOT REQUIRED OR REQUESTED. IF YOU DID NOT RESPOND TO CARES RFI NOTICE 32128 THEN YOU MAY PROVIDE A CAPABILITY STATEMENT THAT IS THREE PAGES OR LESS. PURPOSE: This Request for Information (RFI) from industry is intended to refine the FAA s acquisition and financial strategy leading up to procurement approaches in meeting the Civil Aviation Registry Electronic Services (CARES) objectives. This Request for Information (RFI) from industry is intended to gather feedback on the CARES draft SOO, attached hereto, assess the CARES potential acquisition strategy and obtain additional information in regards to pricing strategies. The purpose of this announcement is to conduct a market survey to refine the procurement strategy, determine market practice and obtain comments on requirements, in accordance with FAA Acquisition Management System (AMS) Policy 3.2.1.2.1. This market survey will enable the FAA to review responses that are current and will assist with acquisition planning based on current data. The responses to this market survey will be used for informational purposes only. OBJECTIVE: The FAA established CARES to meet congressional mandates and enhance the services provided by the Registry. The agency s objectives for this initiative will be achieved by the end of Fiscal Year (FY) 2021. Market survey 32128 identified qualified and capable sources that could provide a sound solution to the modernization effort described in the documents attached to that market survey. This second market survey further defines the requirement and strategy moving forward. The FAA has reviewed the responses to the initial RFI for CARES notice 32128. Based on those responses and the FAA objectives, the FAA is pursuing a hybrid acquisition that would include a performance-based service contract for the required services and the option to negotiate terms for value-added services. Value-added services could be provided to members of the public, to FAA personnel, or to other US government agencies. The FAA has drafted a SOO in preparation for the CARES solicitation. The FAA does not intend to constrain the solution based on existing business processes, but the solution must comply with statutory and regulatory requirements, and allow interoperability with other FAA systems. At this time, the acquisition strategy and nature of competition has not been determined for any potential contract. The Government welcomes statements of interest and capabilities, from all businesses, which are capable of providing the required services. Please do not provide a capability statement if one was provided on announcement 32128. If one is provided, please limit it to three pages. Depending on responses to this survey and analysis of market research collected, the Government may, at its discretion, decide to pursue a full and open competition or set-aside all or part of the procurement. Interested vendors must be registered in the System for Award Management, www.sam.gov. This process can take a few months so vendors who respond to this market survey are advised to start the process. THIS IS NOT A REQUEST FOR PROPOSALS OR OFFERS. A SIR/Request for Proposal may be made under a separate announcement in the future. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing vendor responses to this market survey. Therefore, any cost associated with a market survey submission is solely at the interested vendor s expense. The principle North American Industry Classification System (NAICS) code for this effort is 541511, Custom Computer Programming Services, with a size standard of $27.5 million. POTENTIAL ACQUISITION STRATEGY: The Government is contemplating an award to a single vendor for services at a firm fixed price. This will not be considered a systems acquisition. Required services are due to be delivered by October 2021. After Initial Operational Capability (IOC), the service provider (Contractor) would be paid on a monthly basis for the service. The required services are delineated in the SOO and would be a single deliverable. The FAA is contemplating incentives for early delivery, possibly upon a milestone basis to be paid upon final delivery. The FAA is also considering penalties for late delivery, or late completion of milestones, that may be proposed by the vendor and agreed to by the Government. The contract would be an Indefinite Delivery/Indefinite Quantity type contract with a base period (that could be more than one year) and option years, up to a 10-year period of performance. Additional financial opportunities for the contractor to innovate through value added services to the public and/or government will exist throughout the life of the contract. The Government will require the data and Application Programming Interface (APIs) at the completion of the contract. While the FAA would maintain ownership of all data, the FAA would not own any underlying system or software, as those would be the exclusive property of the service provider (Contractor). The FAA will own the Application Programming Interface (APIs) used by the contract to access FAA data. The FAA may make the FAA cloud available to the vendor if requested, as well as existing FAA Registry systems. The FAA also promotes opportunities for value-added services to members of the public. The FAA encourages competition in providing such services, recognizing the extent to which the underlying data must be made available to the public. If the CARES vendor develops value-added services that can only be provided due to the unique role as the FAA s vendor, those services would be subject to FAA approval for terms. Value-added services could be provided to members of the public, to FAA personnel, or to other US government agencies. HOW TO RESPOND TO THIS MARKET SURVEY: Interested vendors should submit responses to the items listed below. Your submission should be formulated based upon the information provided in this market survey, attachments hereto, and market survey 32128 and attachments thereto found at https://faaco.faa.gov/index.cfm/announcement/view/32511. ACQUISITION STRATEGY FEEDBACK AND SOO FEEDBACK ARE DUE PRIOR TO THE ROM SO THE GOVERNMENT CAN RESPOND TO QUESTIONS/CONCERNS THAT MAY INFORM THE VENDORS RESPONSE TO THE ROM. ALL QUESTIONS RECEIVED WILL BE POSTED WITH ANSWERS AS AN AMENDMENT TO THE MARKET SURVEY. PLEASE PROVIDE QUESTIONS THAT DO NOT PROVIDE SPECIFIC CONTRACTOR INFORMATION AS THE QUESTIONS MAY BE POSTED PUBLICALLY ON HTTPS://FAACO.FAA.GOV/. (a) Provide any questions you have about the above potential strategy. Also, was there anything missing you want to know about for the procurement strategy? (Note: Questions should not have contractor specific information.) (b) Respond to any parts of the potential strategy that you are concerned about. Please provide an explanation why certain aspects of the strategy concern you. (c) Respond to any parts of the potential strategy that you like, and why. (d) When do you believe an open house would be more beneficial; Prior to your assessment of contractor strategy and formulation of your ROM or at a pre-solicitation industry day, to help formulate your Proposal? Please Explain why. 2. Draft SOO Feedback (Narrative 2 pages or less, does not include spreadsheet Q&A), DUE 06/27/2019 PLEASE PROVIDE QUESTIONS AND ANSWERS ON THE ATTACHED SPREADSHEET. Review the attached Draft SOO and provide the following information: (a) Questions that require answers in order to propose using this SOO. Please reference the section of the SOO where possible. (Note: Questions should not have contractor specific information.) (b) Suggestions on missing elements that may clarify the requirement. (c) Perceived excessive/restrictive requirements in the SOO wording that the Contractor would prefer to populate, as this is a SOO, a Contractor Statement of Work (SOW) would be due at proposal. 3. Cost Estimate/Rough Order of Magnitude (10 pages or less), TBD (2 weeks after answers/corrections posted from SOO feedback): (a) Provide rough order of magnitude (ROM) cost to implement all required services specified in the CARES SOO by 10/5/2021. To the extent possible, provide a description of milestones and breakdown of cost by to reach IOC. (b) The ROM narrative should include your required services implementation schedule broken down by milestones. This should address if you would have a phased or fixed implementation of required services. What schedule risks would be involved? What could be done by the Government to reduce schedule risks? What information is needed from the Government to refine your schedule estimate for the required services? (c) Provide rough order of magnitude, broken down by element if possible, of your monthly estimated costs of services after implementation of required services. (d) Is there any additional information you would require to refine your cost estimate? DUE DATE AND FORMAT OF RESPONSE: Responses to this market survey for feedback on the Acquisition Strategy and SOO should be received by 5:00 P.M. CST, 06/27/ 2019.
