- N0016418RWP44 - Radar antenna system and component overhauls, repairs, coatings, shipboard installations and removals, and technical support services - PSC 5840 - NAICS 334511 - Anticipated RFP issue date 16-JUL-2018 - Anticipated RFP closing date 14-SEP-2018 02:00 PM EST. The Navy intends to solicit and negotiate this contract providing for full and open competition IAW FAR Subpart 6.1. Delivery is FOB Destination. Naval Surface Warfare Center (NSWC), Crane Division intends to solicit and award a single Five Year Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) contract for radar antenna system and component overhauls, repairs, coatings, shipboard installations and removals, and technical support services of the MK-82 Directors and the AN/SPG-62 Reflectors/Antenna system. Radar antenna systems include United States Navy (USN) and Foreign Military Sales (FMS) assets. The Government intends to award to the responsible Contractor whose offer represents the best value, utilizing the Tradeoff Process, to the Government considering technical, past performance, and price. Due to the quantity of mandatory Government in process inspections during overhaul, the contractor must be located within 120 road miles from NSWC Crane. The following Contract Line Item Numbers (CLIN(s)) are anticipated: CLIN 0001- MK-82 Director Evaluation- FFP CLIN 0002-MK-82 Director Standard Overhaul- FFP CLIN 0003- AN/SPG-62 Reflector Evaluation- FFP CLIN 0004-SPG-62 Reflector Standard Overhaul- FFP CLIN 0005- AN/SPG-62 Reflector Major Overhaul-FFP CLIN- 0006-AN/SPG-62 Reflector Passive Countermeasures System (PCMS) Tile. FFP CLIN- 0007- AN/SPG-62 Painted Parts: Coating Removal, Coating Preparation, Coating Application and Inspection- FFP CLIN- 0008- AN/SPG-62 New Build Parts: Machining, Coating Preparation, Coating Application, Inspection, Packaging, Marking and delivery of AN/SPG-62 new build parts- FFP CLIN 0009-AN/SPG-62 Parts Kits: Kitting, packaging, marking of Appendix H parts in support of AN/SPG-62 Overhauls- FFP CLIN 0010- MK-82 Installation Kits- FFP CLIN 0011- AN/SPG-62 Installation Kits- FFP CLIN 0012- Labor for supplemental MK-82 Director and AN/SPG-62 repairs performed at contractor site; reassembly and test support of MK-82 Directors performed at Crane Site; repair/overhaul of AN/SPG-62 Antenna systems performed at Crane Site; shipboard material condition assessments, shipboard installations, and technical services- CPFF CLIN 0013- Material and Parts associated with CLIN 0012.-Cost CLIN 0014- Travel- Cost CLIN 0015-Data- NSP The Government estimates that the IDIQ minimum will be a quantity of 01 each of CLIN(s) 0001 through 0011. The Government estimates that the IDIQ estimated total maximum will be $35M over the course of the Five Year Contract. Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments. The controlled attachments will be posted to FedBizOps at the same time the solicitation is posted. FedBizOps may be accessed at http://www.fbo.gov. All manuals, specifications, and other technical documents will be available to request at time of RFP issuance. Upon contractor request, the Government will verify registration in the requisite systems, and send all documents via CD-ROM to the requestor. All changes that occur prior to the closing date will be posted to the FedBizOpps website. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and / or award.
