Description
The VA Iliana Healthcare System, 1900 East Main Street, in Danville Illinois is seeking sources with the capability to provide a National Board Commissioned inspector to perform annual internal and external inspections of boilers in accordance with VHA Directive 1810 (Current version as amended on Sep 11,2018) and Annual and Semi Annual Safety Device Testing per the VA Boiler Plant Safety Device Testing Manual (5th Edition dated Dec 2018) on Sixteen (16) Low Pressure Fire Tube Boilers located in Buildings 19, 72, 211, 212, 214 and 216, three (3) cast iron boilers located in buildings 25 and 22/69 and four (4) electric steam generators in building 58 located at the VA Iliana Healthcare System at 1900 East Main Street, Danville, II 61832. This shall include a base year period of 10/01/2019-09/30/2020, with an additional Four (4) One (1) Year Options to be exercised at the discretion of the government. The NAICS code for the solicitation to be released is 541350, with a size standard of $7.5 million. Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) Contractor(s) shall respond with their capabilities and proof of registration in VIP at https://www.vip.vetbiz.va.gov/Home/Index. Contractors shall also provide their DUNS number, business size and socioeconomic status under the NAICS Code listed above. All offerors must be registered in the System for Award Management (SAM) database at www.sam.gov prior to submission of any offer. Responses shall be due by 4PM CDT on Friday June 28,2019. Requirement information is as follows: PERFORMANCE WORK STATEMENT Scope of work: The vendor shall provide a National Board Commissioned inspector to perform annual internal and external inspections of boilers in accordance with VHA Directive 1810 (Current version as amended on Sep 11,2018) and Annual and Semi Annual Safety Device Testing per the VA Boiler Plant Safety Device Testing Manual (5th Edition dated Dec 2018) on Sixteen (16) Low Pressure Fire Tube Boilers located in Buildings 19, 72, 211, 212, 214 and 216, three (3) cast iron boilers located in buildings 25 and 22/69 and four (4) electric steam generators in building 58 located at the VA IIliana Healthcare System at 1900 East Main Street, Danville, II 61832 Services to be provided: Vendor to provide labor, equipment and materials to complete all tests required by VHA Directive 1810 (Current version as amended on Sep 11, 2018) and the VA Boiler Plant Safety Device Testing Manual (5th edition, dated DEC 2018) for boilers listed in the scope of work and associated plant safety devices. The following are the required semi-annual operational tests required for Boiler Safety devices as applicable: High steam pressure cut out (recycle) High steam pressure cut out (non-recycle) Steam safety valves (raise boiler pressure until valve pops) Check gas vent for leaks High gas fuel pressure shut off Low gas fuel pressure cutoff Gas fuel safety shut off valve proof of closure Leak test gas fuel safety shut off valves High fuel oil temperature cut off (heated Fuel) J. Low fuel oil temperature cut off (heated fuel) k. Low atomizing pressure for fuel oil High fuel oil pressure cut off Low fuel oil pressure cut off fuel oil safety shut off valves proof of closure Leak test fuel oil safety valves Low pilot gas pressure cut out Forced draft fan motor interlock s. Boiler outlet damper wide open for purge Purge airflow interlock Timing for pre purge Timing for post purge Igniter timing Low fire position interlock Combustion air interlock Main flame out; I.e., time to close valves aa. Ignition flame out; i.e., it is time to close valves bb. Minimum igniter flame test cc. scanner not sensing ignition spark dd. Low oxygen alarm and/or cut out ee. Pre purge setting of flue gas recirculation damper ff. Interlock of outside air damper with burner control gg. Adjust burner combustion settings and calibrate oxygen trim hh. Check vibration of burner fans ii. Calibrate instrumentation, monitoring and control systems jj. Check combustion gas leaks into boiler room kk. Check furnace pressure II. Check operation of gas pilot The following are the required annual inspections: Check for scaling of tubes and inside of boiler Check for Oxygen pitting of tubes and boiler Check inside of tubes and tube sheets for leakage Check inside of tubes for excess carbon Check refractory for excessive cracking and missing sections Inspect interior and exterior, supports, closures, accessories, valves and controls Calibrate pressure gages and thermometers Boiler fouling and combustion gas flow check Tube leak check Steam safety valves(accumulation test at high fire) Clean waterside of boilers The following are semiannual requirements: Conduct review of General Plant Safety and Reliability Check water treatment in all buildings Check Carbon Monoxide alarms in all buildings Check combustible gas alarms in all buildings Upon completion of inspection and prior to departing from the facility a deficiency list of discrepancies found during the inspection shall be provided with the final official report to be provided within 15 days. Vendor shall coordinate with Contracting Officer Representative (COR} Kenneth Adams, VA Engineering (217} 554-5994 to schedule work prior to arriving at site. Alternate is Carl Wise, VA Engineering (217} 554-5885 SITE ACCESS REQUIREMENTS All personnel working on this project will be required to sign in daily at Police Service located inside the front entrance of Building 102 and obtain a visitor pass to be conspicuously worn while on the installation All personnel working on VA property are required to complete VA Privacy Training and comply with VA Handbook 6500.6, Appendix C, Sections 1,6,7,9a(3} and 9b. Contact COR or POC's listed below for assistance All onsite personnel on VA projects are required at a minimum to be in possession of a Ten (10} hour OSHA card. Copies to be provided to the COR prior to work commencing Time period 1. Work shall be scheduled with the preferred dates being in March and September with 50% of the boilers undergoing tear down and annual inspection during each time frame. Work will be scheduled in such as manner as to allow continuation of service to all campus buildings.
