- Overview The United States Merchant Martine Academy (USMMA) is an agency of the Maritime Administration (MARAD) managed by the United States Department of Transportation. The USMMA seeks a contractor to replace the original Berger Hall garage door which has several missing panels and seven (7) original windows which are beyond repair. The missing garage door panels and window sashes allow birds, cats and other animals to enter and create unsanitary conditions inside the building. Contract Type The Government intends to award a Firm-Fixed Construction contract. Period of Performance Work is to be completed within 30 calendar days after notice to proceed (NTP) is approved. The project should be performed during normal business hours unless approval is granted by the Contracting Officer (CO). Estimated Magnitude The estimated magnitude of the repairs in terms of physical characteristics (scope) and estimated price range is less than $25,000. Set-Aside/Size Standard The North American Industry Classification System (NAICS) code for this acquisition is 321911 ( Wood Window and Door Manufacturing ) or similar. Evaluation The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation will be most advantageous to the Government, price and other factors considered. Factor 1 - Technical The offeror must submit a written technical proposal for evaluation which provides sufficient provides sufficient information to demonstrate the capabilities to satisfactorily perform the work. The this factor must address the following: (1) Qualifications/experience (two (2) references) (2) Staffing plan (available resources) (3) Identify any potential problems and/or critical issues that will relate to the successful completion of the project. Factor 2 - Price The Government will evaluate the reasonableness of the total price in accordance with FAR 15.4. The Government will evaluate the offer for award purposes by adding the total price for all options (if applicable) to the total price for the basic requirement. Technical is significantly more important than price. Other Information Interested offerors must be registered in the System for Award Management (www.sam.gov) in order to be eligible to receive an award from any Government solicitation. Offereors must ensure annual Representations and Certifications are current or must be completed on the SAM website.
