- 36C78619Q0346 The purpose of this amendment to the solicitation is to replace the existing solicitation evaluation criteria with revised language. The following language will be deleted from the selection, Technical: The Government will evaluate offers technical merit by assessing the risk associated with the technical approach in a single rating. The combined technical/risk rating includes consideration of risk in conjunction with the strengths, weaknesses, and deficiencies in determining technical ratings. Offers must include a current and accurate technical description of the items being offered in sufficient detail to evaluate compliance with the requirements stated in the solicitation. An evaluation rating of Outstanding, Good, Acceptable, Marginal, or unacceptable will be assigned upon completion of the technical package evaluation. If an offeror receives a technical rating of Marginal or Unacceptable they will not be considered for award. The following shall be included as part of the offer: Experience of company and / or subcontractors in performing this type of work Qualification of Managerial personnel (training, experience, résumés of key managerial personnel, certifications, etc.) Qualification of Technical personnel (training, experience, résumés of key technical personnel, certifications, etc.) Performance Plan: submit a detailed performance plan, to include types of laborers, estimated quantities of labor hours, labor mix, and performance schedule to indicate how the contractor plans to meet the goals of the cemetery. The contractor s proposal will be evaluated on how well it meets the performance goals of this contract. If using a subcontractor, list the type and percent of work you will perform and that they will perform along with your subcontractor s social economic status (e.g. Disabled/Veteran owned, Woman owned, Small, Large Business, etc.) And replaced with the following language, Technical: a. The following shall be included as part of the offer: (1) Irrigation Water Wells, Pumps, and Pump Motors: Offers will be considered only from Contractors who are regularly established in irrigation pump and motor installation and/or repairs and can demonstrate with their technical proposal, using persons directly employed by the Contractor or proposed Subcontractor, experience with installation of at least three (3) submersible, vertical turbine irrigation pump and pump motors for water wells of similar size over the past five (5) years. Each contract submitted must have been satisfactorily completed, or if not yet completed, must be marked by satisfactory progress. The Government will not consider a contract that is less than 50% complete or an effort that concluded more than five (5) years ago. Contractor shall provide customer points of contact for each project listed. NOTE: Water intake wells in oil and gas fields will NOT be considered. (2) Irrigation System Operation, Piping, Valves, and Fittings: Offers will be considered only from Contractors who are regularly established in irrigation system operation as well as the installation of associated piping, valves, and fittings and can demonstrate with their technical proposal, using persons directly employed by the Contractor, experience with the installation and operation of at least three (3) irrigation water well systems and associated system components of similar size over the past five (5) years. Each contract submitted must have been satisfactorily completed, or if not yet completed, must be marked by satisfactory progress. The Government will not consider a contract that is less than 50% complete or an effort that concluded more than five (5) years ago. Contractor shall provide customer points of contact for each project listed. b. Qualifications of Contractor Supervisor/Superintendent: The Contractor On-Site Supervisor must have not less than three (3) years of experience as a direct supervisor of well installation or repair projects. Offerors shall submit a resume for the Contractor Supervisor as part of the technical proposal. All permanent substitutions, whether of prime supervisors or sub-contractors, will be identified and reported to the COR and Contracting Officer, if not prior to, as soon as possible after occurrence.
