Description
The Bureau of Reclamation, Upper Colorado Region, anticipates posting a solicitation for the purchase of a Hydraulic Long Reach Excavator 200 HP with Masticator Head and Digging Bucket, on or around July 8, 2019. The Government intends to award a firm-fixed price (commercial) Purchase Order based on the best value to the Government in accordance with FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The equipment is required to be delivered (FOB Destination)and unloaded at the Bureau of Reclamation's Socorro Field Division in Socorro, New Mexico, 87801. The delivery/setup is to include all costs for shipping, setup, and orientation for Reclamation's personnel. A certified manufacturer servicing center is required to be within 100 miles of Socorro, New Mexico, 87801. The equipment is required to be new with warranty(ies). Refurbished/remanufactured or used equipment will not be accepted. The Bureau of Reclamation anticipates a TOTAL SMALL BUSINESS SET-ASIDE. The NAICS code is 333120 Construction Machinery Manufacturing. Hard copies or email copies of the solicitation will not be provided. The Solicitation will be issued as a Request for Quotation (RFQ). Quotations shall be valid for 90 days after the closing date for submission of quotes. The Government reserves the right not to make an award. SYSTEM FOR AWARD MANAGEMENT (SAM): Effective July 29, 2012, any contractor/vendor interested in doing business with the Government must register in the System for Award Management (SAM) database prior to award of a contract/purchase order, or agreement. SAM is a Federal Government owned and operated free website. The contractor's/vendor's Duns and Bradstreet number and banking information are required for registration. Contractors/vendors may obtain information on registration and annual registration requirements via the SAM website: https://www.sam.gov/portal/public/SAM/ or by the Federal Service Desk at 1-866-606-8220. Payment requests for the anticipated purchase order must be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform (IPP) System. The IPP website is https://www.ipp.gov. The Contractor/vendor must use the IPP website to access registration and to use IPP for submitting requests for payment. Contractor/vendor assistance for enrollment can be obtained by contacting the IPP Production Helpdesk via E-Mail at IPPGROUP@bos.frb.org or telephone number (866)973-3131. If contractors/vendors are unable to comply with the requirements to use IPP for submitting invoices for payment, the contractor/vendor must submit a waiver request in writing to the Contracting Officer with their quotation.
