Pre-Solicitation Notice Technology Transfer Support 68HERC19R0020 The solicitation 68HERC19R0020 will be available for downloading at FedConnect ® located at the following internet address: www.fedconnect.net/. Questions relating to the solicitation are required to be submitted electronically through FedConnect ®. ONLY those questions posted through FedConnect ® will be accepted. All responses to questions will be released on FedConnect ®. At this Internet site you will be able to register with FedConnect ®, enabling you to download the solicitation once released, join the mailing list, and to submit questions. Contractor registration in the Government ™s System for Award Management (SAM) is required in order to be eligible for contract award. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. Once issued, solicitation documents will be available electronically for download at https://www.fedconnect.net. Hard copies of the solicitation package will not be distributed. Electronic copies of responses will be required and must be submitted via FedConnect ® (https://www.fedconnect.net). The Environmental Protection Agency's (EPA) Office of Research and Development (ORD) researchers work collaboratively across many scientific disciplines and in close partnership with EPA partners and stakeholders, to conduct research that is transdisciplinary. Agency scientists and engineers engage experts from related scientific fields, and from a diversity of other disciplines, to provide the solutions the Agency and the nation need to meet today's complex environmental and human health challenges. Successful communication of research impacts will result in use of the research findings in policy and decision-making processes; adoption of improved processes, technologies, methods; and the implementation of community interventions. The purpose of this contract is to provide support for developing and disseminating information on effective environmental technologies; developing sound information to support regulations and policy decisions; and providing technical information transfer and meeting support at EPA meetings. The contractor shall provide the support needed to create, compile, synthesize, and disseminate key technical information products and research applications. In this context, the presentation, discussion, packaging, and distribution of the information is as important as the information itself. A coordinated approach to integrating technology transfer activities in ORD is necessary to foster, encourage, assemble, and manage technology transfer tools and concepts. This contract will be used primarily by ORD ” however, it is also available for use by all other agency programs provided the work falls within the scope of the contract. ORD performs research integrating disciplines beyond the traditional environmental engineering. ORD employs a multi-disciplinary workforce, including several types of engineers, chemists, biologists and microbiologists, ecologists, geographers, geologists, hydrologists, economists, and statisticians. The specific work to be performed under this contract shall encompass a broad spectrum of scientific and engineering disciplines, requiring highly qualified and experienced technical personnel. ORD works internally with the EPA Program Offices, and the Ten EPA Regions, as well as with the private sector, academia, State and local governments, and Tribes to produce technology transfer products and tools. The purpose of these products and tools is enhance the understanding and management of environmental situations, offer solutions for prevention or reduction of risks from environmental contamination, evaluate the health of the environment, and provide scientific leadership for risk management research and risk communication tool development. It is anticipated that a single-award, Indefinite Delivery/ Indefinite Quantity (IDIQ) contract with a five-year ordering period will result from the solicitation. It will be accomplished using FAR Part 12 Acquisition of Commercial Items for Firm-Fixed Price and Commercial Time-and-Materials services. The applicable NAICS code is 541620. The solicitation will be set-aside 100% for small business. As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel (See FAR 52.219-14) under a procurement set aside for small businesses. It is the responsibility of the offerors to frequently check the FedConnect ® website for updates or changes. The solicitation is expected to be issued in on July 12, 2019.
