Description
This Presolicitation Notice 36C25619R0103 replaces both previous Sources Sought Notices 36C25619R0074 and 36C25619R0081. The purpose of this notice is to announce that this requirement will be set-aside to Service Disabled Veteran Owned Small Business (SDVOSB) pursuant to 38 U.S.C section 8127 and 8128. This is not a Request for Proposal or an announcement of a solicitation and no solicitation package exists at this time. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. The actual formal solicitation shall be released on or about 3 July 2019 to www.fbo.gov. The NAICS code being used is 238210 Electrical Contractors and Other Wiring Installation Contractors and the Size Standard is $15.0 million. The Department of Veterans Affairs, Gulf Coast Veterans Health Care System (GCVHCS), has a requirement for installation, configuration, and commissioning of emergency generator controls and other relative work for a Generator Controls Upgrade project. The generator compound is located near the center of the VA Campus (400 Veterans Ave, Biloxi, MS) and houses four (4) generators tied to a common bus. These generators provide emergency backup power to the campus and, parallel with, and export to, the utility; they are not classified as Life Safety generators. The VA is looking to award one firm-fixed contract to cover this project. The contractor shall furnish all labor, tools, supervision, equipment, materials, supplies, permits, and other requirements necessary to complete the General Requirements and Scope of Work for installation, configuration and commissioning of emergency backup generator controls and other described work for this Generator Controls Upgrade project. The intent of this project is to replace the existing generator and paralleling switchgear controls with non-proprietary controls and other miscellaneous work in the generator yard area. A site-visit is being contemplated. Among the items to be replaced under the Scope of Work include: All PLC s required for generator system control. All Gen-Set Controllers shall be replaced. HMI s and Remote Interface shall be replaced. Response to the actual solicitation must show clear and convincing evidence that your company has the capabilities and qualifications to provide this service to be considered as a source: Expertise with hardware/software/programming and interface of computers/PLCs/controllers and the like for generator equipment greater than 2MW in a mixed configuration of four or more units from more than one manufacturer (variable generator sizes). Extensive knowledge and experience with installing sophisticated control systems for generators varying in manufacturer and varying in sizes greater than 2MW that can load shed/part load/synchronize generators of varying sizes from various manufacturers/synchronize generators in varying configurations to commercial power/manage solar array interface/perform concurrent operation with commercial power/isolated operation/interface with commercial power provider to control system operation/interface with commercial power provider safety interlocks/system load management/and other suitable configurations for the purposes of providing consistently reliable backup emergency generator operations. Specialize in control systems for generators varying in manufacturer and varying in sizes greater than 2MW, including wiring and components necessary to build an automatic control center (paralleling switchgear, etc.) that automatically responds to the loss of commercial power by starting the generators in a selectable configuration, synchronizes all generators in the selected configuration within 30 seconds, communicates and operates all automatic high voltage switches to the selected configuration, provides secure, redundant computer interface for operators (local to the control center (quantity two) and remote, fully functional consoles (quantity two)) that allows one-touch selection of operating modes, one-touch system startup and shutdown. Provide proof of continuous experience since 2009 as the general contractor performing 51% or more of the work, building or rebuilding complex backup generator systems comprised of generator units varying manufacturer and varying in sizes above 2MW and a control center comprised of a computer operable system that provides the operator with graphical control of automatic and manual operation of all key components of the system. This experience shall include work on at least two systems (one within the last three years) dedicated as emergency backup power systems for campus type medical centers or hospital systems that have multiple high voltage commercial power supplies (23kV or higher) and multiple high voltage load circuits (13kV or higher) feeding buildings used for medical purposes including Surgery, ICU, Lab, Acute care, Behavior Health, Food and Nutrition, Community Living Center (nursing home), Imaging (X-ray, MRI, CT, etc), or additional critical medical activities that require emergency generator capabilities (full load within 10 seconds) backed up by emergency backup power (full load within 30 seconds). Contractor must be able to respond in 90 minutes for any warranty issues. Capabilities shall demonstrate the SDVOSB and shall also show evidence that they will perform 51% of the work (additional 5 pages allowed). All parties are asked to identify any subcontractors that potentially could be utilized. Service-Disabled Veteran-Owned Small Business (SDVOSB) must be registered with VETS-4212 https://www.dol.gov/vets/vets4212.htm and verified with the seal in VetBIZ https://www.vip.vetbiz.gov/Public/Search/Default.aspx to be considered for this credit. Same for/with subcontractor. All interested parties are reminded to be registered with the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ prior to providing an offer/proposal to be eligible for award of Government contracts.
