Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of Small Business Capability, including Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (SDVOSB/VOSB) interested and capable of performing the work. 2. The NAICS for this requirement is 611699 All Other Miscellaneous School and Instruction 3. Interested and capable Contractors should respond to this notice no later than June 25, 2019 by providing the following via email only to danielle.carroll4@va.gov (a) Company Name (b) Address (c) Point of contact (d) Phone, fax, and email of primary point of contact (e) DUNS number (f) Type of small business, if applicable, (e.g. Services Disabled Veteran Owned small business (SDVOSB), Veteran-owned small business (VOSB), 8(a), HUB-Zone, Women Owned Small Business, Small disadvantaged business, or Small Business). (g) A capability statement that addresses the organization s qualifications and ability to perform as a contractor specifically for the work described in paragraph 5 below. Respondents are also encouraged to provide specific examples (e.g. contract number, point of contact information) of the Contractor s experience providing the same or similar supplies/services to that described in paragraph 5 below. 4. SDVOSB/VOSB respondents. (a) If respondent is VOSB or SDVOSB, respondent is encouraged to provide proof of www.vetbiz.gov certification. In addition, SDVOSB/VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to FAR 52.219-14, Limitations on Sub-Contracting, which will be included in the impending solicitation. Further SDVOSB/VOSB contractors are asked to respond that they are capable of providing the requested services keeping within the parameters of this clause. (b) Small businesses, including SDVOSB/VOSBS are also advised that per 13 CFR, § 125.6 the prime contractor's limitations on subcontracting are as follows: (1) General. In order to be awarded a full or partial small business set-aside contract with a value greater than $150,000, an 8(a) contract, an SDVO SBC contract, a HUBZone contract, a WOSB or EDWOSB contract pursuant to part 127 of this chapter, a small business concern must agree that: (2) In the case of a contract for services (except construction), it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. 5. We are requesting the service of a contractor to provide Cognitive Behavioral Conjoint Therapy (CBCT) expert trainer for Veteran Affairs of Greater Los Angeles Healthcare System (VAGLAHS). Please refer to the Statement of Work for the specifications for the requirements. 6. Please note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can perform the services VA will set aside the underlying solicitation per 38 U.S.C. §8127.   7. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov. Registration must include Representations and Certifications. DESCRIPTION/SPECIFICATIONS/WORK STATEMENT 1. Cognitive Behavioral Conjoint Therapy for PTSD (CBCT) Master Trainer for VA Family Services. VA Family Services Evidence Based Practice (EBP) Training Program is seeking a CBCT expert trainer with extensive research/quality assurance assessment expertise to provide and evaluate a national face-to-face and training program for qualified VA mental health providers. The research expertise involves helping the VA Family Services Evidence Based Practice (EBP) Training Program develop, implement, and evaluate the results from this intensive training program. Training will include face-to-face seminars on all stages of CBCT intervention, practice role-plays, and will include resources to enhance training, such as research articles, book chapters, training videos, weekly phone calls, and training planning meetings with VA Family Services. 2. Background. In 2008, VA expanded authority to provide mental health and other services to families of Veterans was enacted as part of Public Law 110-387: Veterans Mental Health and Other Care Improvements Act of 2008 (the Act ), which was signed into law on October 10, 2008. Section 301 of the Act amends title 38 United States Code (U.S.C.). To comply with this law, Family Services Evidence Based Practice Training (VA FS EBP) initiative was enacted to provide national training on various EBP intervention for VA mental health providers. 3. Scope. The contractor will provide Cognitive Behavioral Conjoint Therapy for PTSD (CBCT) training for VA mental health providers selected by VA Family Services EBP Training Program. VA Family Services and EES will organize the in-person training seminars. This training and funding has been approved by VACO OMH. Contractor will conduct one 3 day in-person seminar at a location selected by VA and one 3-day online seminar from October 1, 2019 to September 30, 2020. In additional to conducting the seminars, Contractor will assist in planning the training, and provide bi-weekly telephone training to VA CBCT providers. The contractor will also assist in the development of a quality assurance plan to determine the effectiveness of the training program. 4. Specific Tasks. 4.1 Task 1 one 3 days in person training seminar 4.1.1 Subtask 1 Conduct an intensive face-to-face training seminar in CBCT. Contractor will conduct a 2.5-3-day seminar on CBCT at a location selected and arranged by VA Family Services and VA EES. Contractor will have 10 plus years of expertise on CBCT and have published articles and books on this intervention. Contractor will provide extensive resources to supplement the trainings, i.e. books, videos, web-based content on CBCT. Contractor will prepare training materials for the seminars, i.e. slides, references, resources, and videos. Contractor will plan structure and agenda for the seminars with VA Family Services and EES in compliance with VA policy. Contractor will send a copy of this material to VA Family Services to distribute to the trainees. The seminar will be eligible for a minimum of 22 hours of CEU credit for licensed mental health professionals. Deliverables: Complete seminar 4.1 Task 2 In collaboration with the VA FS EBP team, develop a quality assurance plan to determine the effectiveness of the training program. 4.1 Subtask 2.1 Review the literature on CBCT and PTSD outcomes, and help the team select appropriate measures to characterize participants and capture symptom and relationship changes as a result of engaging in the therapy. 4.1 Subtask 2.2 Develop a schedule and strategy to administer the assessment measures in 4.2 subtask1. Building on the contractor s research background, the contractor will propose a schedule of events to permit timing of the administration of assessments to assure that the participant group is described at baseline and that the benefits of participation in the therapy and the prevalence and predictors of attrition. 4.1 Subtask 2.3. Help interpret the results from the data collected as part of the quality assurance strategy implemented in the VA FS EBP CBCT program. Building on the contractor s research background, the contractor will help develop a research design strategy and interpret the data analysis conducted for the VA FS EBP team to determine the effects of participation in the CBCT training program for participants and trainees. The contractor will also help prepare a written report with the VA FS EBP team describing the results. Deliverables: A written report describing the outcome of the CBCT VA FS EBP training program. This will include trainee adherence and Veteran participant and partner outcomes. 4.1 Task 3. Provide oversight consultation calls with VA trainee team 4.1 Subtask 3.1. Contractor will conduct bi-weekly training calls with VA CBCT mental health providers. The purpose of these calls is to provide additional support and guidance to help clinicians to conduct CBCT for the Veteran population and implement the quality assurance assessment strategy. There will approximately 24 hours of one-hour weekly or bi-weekly training meetings during the time frame of this contract Deliverables: Complete telephone training calls 4.1 Task 4 Participate in 1 3-day online CBCT training seminar video recording. 4.1. Subtask 4. 1 Conduct Seminars. Contractor will record one online seminar on CBCT at a location selected and arranged by VA Family Services and VA EES. Contractor will have 10 plus years of expertise on CBCT and have published articles and books on this intervention. Contractor will plan structure and agenda for the seminars with VA Family Services and EES and present the material for video recording by EES. Deliverables: VA online CBCT training seminar 5. Performance Monitoring The Program Evaluator for Family Services EBP Training Program, and Contractor will be the designated COR to monitor its progress for this contract. Contractor will attend all the trainings and participate in all planning meetings for CBCT. Contractor will also receive report from VA EES on training participants' comments about the effectiveness of the contractor as the trainer. 6. Security Requirements NA 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). NA 8. Other Pertinent Information or Special Considerations. Contractor must have extensive experience and knowledge about CBCT in order to serve as master trainer for VA Family Services. Contractor should demonstrate knowledge about CBCT through published peer reviewed articles and books on the topic. Contractor should also have extensive experience conducting seminars and teaching the CBCT skills for at least 10 years. Contractor should also have experience collaborating with VA so that she could tailor the intervention and the training for VA structure and the Veteran population. Contractor should have also had experience evaluating CBCT programs. a. Identification of Possible Follow-on Work. We may have additional work, which may be added at a later date as a modification of the contract. b. Identification of Potential Conflicts of Interest (COI). We are not aware of any existing conflicts of interest at this time of this SOW. c. Identification of Non-Disclosure Requirements. This project does not involve any sensitive information. Contractor will not have access to sensitive information. d. Packaging, Packing and Shipping Instructions. NA e. Inspection and Acceptance Criteria. The COR will be responsible for certifying that the work done under the contract is performed to time and standard. 9. Risk Control No direct patient contact. 10. Place of Performance. Training will be carried out at a location selected and paid for by VA. Planning meetings will be held at VA or by VANTS line arranged by VA. Quality assurance tasks can be performed at the place of choice of the contractor. 11. Period of Performance. Contractor shall complete the work required under this SOW in 450 calendar days or less from date of award, unless otherwise directed by the Contracting Officer (CO). The work shall begin on October 1, 2018 and end on September 30, 2019, unless otherwise specified. Work at the Government site shall not take place on Federal holidays or weekends unless directed by the CO. 12. Delivery Schedule.
