GENERAL INFORMATION FOLLOWED BY A TENTATIVE STATEMENT OF WORK NOTICE: This is not a solicitation but rather a Request for Information (RFI) (Sources Sought) to determine capability of potential sources and is for information and planning purposes only. Veterans Health Affairs, Network Contracting Office 4, is issuing this request for information/sources sought notice in order to identify capable firms to perform Cancer Registry Services for the Butler VA Health Care System. Responses must be submitted by 4:00 PM (EST) June 24th, 2019. Submit responses to the information requested above via email to william.schlobohm2@va.gov. All SDVOSB and VOSB firms that respond shall include proof of CVE certification via www.vip.vetbiz.gov. All small business firms that respond shall include proof of small business status via their Representations and Certifications in accordance with (FAR 4.1102 Policy). While SDVOSB/VOSB contractors are preferred, all capable contractors are welcome to respond to this sources sought notice for market research purposes, and shall include as part of their response a brief capability statement that covers the information in the following tentative statement of work The results of this market research will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., socioeconomic set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses. Suggested NAICS: 541930 (Translation and Interpretation Services) Suggested PSC: R608 (Translation and Interpreting Services (including Sign Language)) Open to suggestions from the market as to a more proper NAICS and/or PSC, as well as any potential GSA/FSS Schedule SIN categories. SAMPLE / TENTATIVE STATEMENT OF WORK AND PRICE/COST SCHEDULE (BELOW) Sign Language Interpretation Services Translation Services INTRODUCTION: VA Butler Healthcare System has a reoccurring need for language interpretation services. The purpose of this order is to have the contractor provide the necessary level of professional certified language interpreting services in multiple languages and America Sign Language (ASL) translation services, available upon request (5 days a week during regular business hours 8:00am-4:30 pm. Translation services must be available to be provided on-site, telephone, or video remotely interpreting. On-site services will occur at the Abie Abraham location at 353 North Duffy Road, Butler, PA 16001. ASL interpreters must be willing to travel to our facility location and provide sign language services on-site when requested. The Contractor shall provide these services as specified in this contract to include: American Sign Language (ASL) Interpreter Services- Methodology: On-site ASL Interpreters. All travel-related expenses such as travel time and mileage will be established within the contract. Only fees specified in the contract will be accepted. American Sign Language (ASL) Interpreter Services- Methodology: Video Remote Interpreting. ASL Interpreter Services shall provide sign language interpretation. Interpreters shall be responsive to interpreting needs of the employees, veterans, and veteran families. The interpreters shall provide clear and concise services for these individuals. ASL Interpreters must be certified in sign language. Prompt and accurate certified translation of documentation to include medical documentation when needed by either email or fax upon request. Language Translation Services Requested- methodology: Phone Language Translators. Available within 2 minutes of the call. Languages of translation should include: Spanish, Chinese, Tagalog, Haitian creole, Korean, Farsi, Japanese, and Thai Vietnamese. Availability: Five days a week during regular business hours 8:00am-4:30pm. A 24-hour notification will be given prior to ASL requests. Contractor will submit all invoices into our government IPPS system to allow for payment to be processed. All Contractor Language Translators, ASL Sign Language Interpreters, and personnel working in support of this requirement shall be HIPAA Trained and Certified. BACKGROUND: VHA Directive 2012-024 Limited English Proficiency Title VI Prohibition Against Nation Origin Discrimination in Federally Conducted and Federally Assisted Programs and Activities dated September 7, 2012 and the Joint Commission. Meeting the needs of the diverse populations in healthcare require Medical Centers to provide bias-free healthcare to Veterans, family members, and employees. Patients, family members, and employees that are identified as deaf or hearing impaired requires ASL Sign Language translation services during appointments, visits, consultations, employee engagements, staff meetings, facility activities, and as otherwise requested by VA Butler Healthcare System. PERFORMANCE PLAN: The performance period for this contract is for a 12-month base year, with option years that extend the performance period for 5 years. The contractor shall not begin performance without first receiving authorization and/or Notice to Proceed from the Contracting Officer. During the performance period of this contract, the Contractor is reminded that the Contracting Officer has the sole authority to authorize change that affect this order. PLACE OF PERFORMANCE: The service provided under this contract will be performed via On-Site at government facility to provide ASL interpretation services. GENERAL REQUIREMENT: The contractor shall provide sign language interpreter services using interpreters who are certified in American sign language. The COR will contact the Contractor for service assignments and routine interpreter services. The COR will contact the Contractor via email or telephone when request for services are needed. All interpreters are required to have competency certification to the level of Joint Commission. The Contractor shall submit required documentation for each employee who provides interpreter services as requested. All interpreters must complete HIPAA and Privacy training via TMS per Butler VA policy. The Contractor must have Certified Medical Information Interpreters. The contractor will be complete the two step TB testing process. The contractor will also wear badges during the delivery of services. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES: Contracted employees performing service under this contract will be controlled, directed, and supervised by management personnel of the Contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the statement of work. Contractor employees will perform their duties independent of, and without supervision of, any government official. The tasks, duties, and responsibilities set forth in the task order may not be interpreted or implemented in any manner that results in any Contractor employee creating or modifying Federal Policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set, forth in Part 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of completed work. SCHEDULE FOR DELIVERABLE: The schedule for deliverables for ASL interpreter services is advanced notification of 24 hours. The on-site service should be available 5 days a week and during regular business hours 8:00am-4:30pm. There will be a reoccurring need for ASL once a month during the week to attend employee functions. Language translation services should be available 7 days a week and during regular business hours. No notification will be given for telephone translation services. An expectation of a 2-minute delay in services should be honored. TRAVEL: The contractor must be willing to provide on-site ASL interpreter services on-site at VA Butler Healthcare System 353 North Duffy Road Butler, PA 16001. The Contractor shall only bill the agency using the established fees listed on the contract. No additional fees will be accepted. The contract shall clearly define the mileage rates to be billed, etc. Parking is free on the VA Butler campus. Tolls will be paid if a receipt and a justification (start / end of travel) is provided. Providers that come from a distance and would require airfare / hotel / car rental travel may compete, however, they must be aware that their travels fees would be competed against local providers with mileage only and / or mileage and tolls only travel considerations. HOURLY RATE: The Contractor shall bill the agency according to the established rates listed in the contract. Hourly rates will specify the mode of communication to include: on-site, telephone, video remote interpreting, faxing, or email.
