Description
Request for Information Digital Services Blanket Purchase Agreement (BPA) This is a Request for Information (RFI) only. Do not submit a proposal. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. It is requested that all companies interested in participating in this effort please note their interest and address the questions outlined below. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Department of Veteran Affairs (VA) intends to set-aside this requirement for Service Disabled Veteran Owned Small Businesses (SDVOSBs). VA Technology Acquisition Center (TAC) is seeking information concerning its proposed acquisition approach and the availability of capable SDVOSBs to provide the requirements in the attached Draft BPA Base Document. The VA s intention is to establish, after a competitive process, a limited number of Blanket Purchase Agreements (BPAs) for digital services in accordance with FAR Part 13.3. VA intends to utilize a competitive strategy utilizing Simplified Acquisition Procedures to establish the BPAs. The initial competition will provide for maximum practicable competition as required in FAR Part 13, and accordingly for economy and efficiency, the award of Call Orders will be limited to vendors with established BPAs. Call Orders will be limited to a value of $7M or less and will be completed utilizing the Simplified Procedures for Certain Commercial Items found at FAR Part 13.5. Call order requests will be synopsized in accordance with FAR Part 5 although proposals from non-BPA holders will not be considered. Additional information related to the initial establishment of the BPAs, the specific process for competing Call Orders, and how on-boarding/off-boarding will work, will be provided in the future. If interested please provide the following: Please provide a statement of all small business size status(s) your firm meets under North American Industrial Classification System (NAICS) Code 541519. If interested in this effort, would it be as a prime or a subcontractor? Please provide any feedback or suggestions on the process and acquisition strategy discussed above. Submit any questions related to the Draft BPA Base document. RFI responses are to be submitted directly to Kelly Reale by 4:00PM Eastern Standard Time, Tuesday, November 27, 2018. If possible, please limit responses to 10 pages or less.
