- GSA MULTIPLE AWARD SCHEDULE (MAS) SOLICITATION. The Southwest Supply and Acquisition Center, Fort Worth, Texas, is issuing a refreshed solicitation effective June 11, 2019 electronically. IMPORTANT: CURRENT SCHEDULE 084 CONTRACTORS DO NOT NEED TO RESPOND TO THIS ANNOUNCEMENT. SIGNIFICANT CHANGES WITH THIS REFRESH: UPDATES TO THE SOLICITATION Clause 52.232-36, Payment by Third Party, has replaced clause 552.232-79, Payment by Credit Card, and the Summary of Offer attachment has been updated to reflect this. Relevant Project Experience for the "246 SINs" has been reduced from five projects to two projects. See updated attachment: Schedule 84 - FSC group 63 - Technical Requirements - Refresh 35. Pricing requirements for SIN 246-54 have been changed to one rate per labor category. One nation-wide rate is sought; however, all pricing provided in response to RFQ's or solicitations at the task order level must be compliant with the Service Contract Labor Standards and the applicable Wage Determination or Collective Bargaining Agreement. Due to the large number of new offers currently in process, it could take up to 12 months before your offer is evaluated. GSA's practice is to evaluate offers in the order in which they are received. However, GSA may give priority to processing certain offers when circumstances dictate, such as when a federal agency Contracting Officer specifically requests an expedited offer review in order to meet a pending requirement that will be procured under the MAS program, or when there is a need for GSA to bring strategically critical new products or services to market in order to meet federal customer needs. Please note that all vendors submitting an offer under this Solicitation must have their Offeror Representations and Certifications updated in the System for Award Management (SAM)website. The SAM website can be accessed http://www.sam.gov. Please note that any offer submitted after July 11, 2019 MUST be submitted on the Solicitation dated June 11, 2019 (Refresh #34) and must be submitted through the eOffer system. Offers received after July 11, 2019 that are submitted on prior versions will not be accepted. Interested parties may access the solicitation at: http://www.fedbizopps.gov. The solicitation is entitled Schedule 084: Total Solutions for Law Enforcement, Security, Facilities Management, Fire, Rescue, Special Purpose Clothing, Marine Craft and Emergency/Disaster Response. The products/services addressed in this solicitation are: FSC Group 19, Marine Craft and Equipment, Inboard and Outboard Engines, Towable Bladders and Floating Marine Barriers, and Buoys (Attachment 01), FSC Group 42, Firefighting and Rescue Equipment, Urban and Wildland (Attachment 02), FSC Group 63, Alarm and Signal Systems/Facility Management Systems, Professional Security/Facility Management Services, and Guard Services (Attachment 03); FSC Group 84, Special Purpose Clothing (Attachment 04), and FSC Group 84, Law Enforcement and Security Equipment (Attachment 05). The basic solicitation includes clauses, which are applicable to the solicitation/resultant contract. The basic solicitation has multiple attachments pertaining to various aspects of the solicitation. Offerors must complete and return all exhibits or attachments applicable to the product/services which they intend to offer.. This is a standing solicitation with no closing date for receipt of offers. This solicitation will remain in effect until it is replaced by another refreshed solicitation. The Federal Supply Schedule period is continuous and will contain contracts with periods that commence on the date of award (DOA) and expire five years (exclusive of any options) from the contract start date unless further extended pursuant to any option to extend the term of the contract, or cancelled sooner. This solicitation contains an option clause, Option to Extend the Term of the Contract (Evergreen), which allows the Government to extend the contract three additional five-year periods, not to exceed a total of twenty years. All contracts will be indefinite delivery indefinite quantity contracts with a $2500 guaranteed minimum for the contract period. All contracts to be awarded include Industrial Funding Fee provisions. The Trade Agreements clause applies to this solicitation. No items are set aside for small business in this solicitation.
