Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101, 10-26-2018. It is the contractor ¿s responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/far/52. The solicitation number is 140P8319Q0033 and the solicitation is issued as a Request for Quotation (RFQ). The NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors an associated small business size standard of $15.0 million. This solicitation is a 100% total small business set-aside, and will result in a firm fixed price contract to a single vendor determined to be responsive and responsible. Also, you must be registered in the System for Award Management (SAM) website: https://www.sam.gov/. DESCRIPTION. The National Park Service (NPS), Lake Roosevelt National Recreation Area (LARO), Washington State, has a requirement to remove equipment from four older law enforcement vehicles and install equipment in four new law enforcement vehicles. Place of service shall be within 120 miles from Lake Roosevelt National Recreation Area (LARO) 1008 Crest Drive, Coulee Dam, WA 99116. STATEMEN OF WORK. This acquisition is for removal of equipment from four older vehicles and installation of equipment in four new vehicles for Lake Roosevelt National Recreation Area per the following Statement of Work: VEHICLE DECOMMISSION. LAW ENFORCEMENT VEHICLES: 2 Ford Expeditions SUVs; 1 Dodge Durango, and 1 Chevy HD 2500 Pickup, this work involves the removal of all aftermarket equipment from the interior and exterior of the vehicles. This includes, but is not limited to, removing radio equipment, sirens, control boxes, light bar, other supplemental lights, cage partition, rear partition, long gun mounts, push bumper, and all associated wiring. The de-commission work must include the removal of all exterior aftermarket decals that have been affixed to the vehicle. The post mounted spot light may remain in place but must remain functional. After decommission work is complete the vendor will contact POC Craig Brouwer who will coordinate pick up of vehicle. Craig ¿s phone number is 509-754-7813. Email address is craig_brouwer@nps.gov. VEHICLE COMMISSION. LAW ENFORCEMENT VEHICLES: 2 Ford Expeditions SUVs, 1 Dodge Durango, and 1 Chevy HD 2500 Pickup. This work involves the installation of associated aftermarket lighting and accessories for the vehicle to function as a law enforcement vehicle. This work will include, but is not limited to the installation, wiring, and mounting of the following items; light bar, post mounted spot light, center console with radio and control box, and electronic long gun mounts. Configurations, for the control box, light bar, radio and long gun mounts will be determined by the National Park Service. All vehicles will be outfitted in a consistent manner to enhance officer safety. All of the preceding items will be supplied by the National Park Service. The cost of any additionally required wiring, fuses or other shop supplies shall be included in your pricing. This work does not include striping or placing the exterior decals on the vehicle. POC will contact contractor for scheduling of service. Contractor will contact POC for the pickup of the commissioned vehicle when services are complete. ATTACHMENTS for THIS SOLICITATION. There are two attachments. Attachment no. 1 is the SF-18/Combined Synopsis/Solicitation document. Attachment no. 2 is the Department of Labor (DOL) wage decision (wage rates). These attachment can be accessed via the link to FedConnect or by going directly to the FedConnect website at https://www.fedconnect.net. Once at the FedConnect home page, click ¿Search Public Opportunities Only. ¿ Change the drop-down menu selection to read ¿Reference Number, ¿ then type in solicitation number 140P8319Q0033 and click ¿search. ¿ Then, click the underlined text that is the title of the solicitation shown as ¿Decommission/Commission of LE Vehicle for LARO. ¿ On the right-hand side of the screen, it will list documents posted showing the SF-18 and the attachment. The attachments must be opened individually, and can be downloaded and saved or printed. QUESTIONS REGARDING THIS SOLICITATION must be submitted in writing via email (phone or fax questions will not be accepted). (1) Fill in the price in CLIN 00010, CLIN 00020, CLIN 00030, and CLIN 00040 on the SF-18. Include delivery pricing. (2) Provide the company DUNS, point of contact, phone number and email address on the SF-18 form. The DUNS number will be verified in the SAM.gov database including reps/certs - - refer back to clauses and 52.232-33 above. (3) Sign the SF-18. (4) Acknowledge any amendments issued IF APPLICABLE; (5) Submit either the filled out reps/certs provision 52.212-3 manually or complete the representations and certifications in SAM. (6) Provide the specifications and comparison to the specifications as noted in the evaluation factors. (7) Provide 2 but no more than 3 professional references to evaluate past performance. WHEN TO SUBMIT QUOTE - - RESPONSE DATE: Quotations must be received by email, or hand-delivered no later than 4:00pm Pacific Time (PT) on Monday, July 15, 2019. HOW TO SUBMIT QUOTE: Quotes can be submitted by email or hand-delivered. Telephone or faxed quotes will not be accepted. Hand-delivered quotes may be dropped off at the park headquarters at the Lake Roosevelt National Recreation Area, Administration Building at 1008 Crest Drive, Coulee Dam, WA 99116 by Monday, July 15, 2019 by 4pm PT.
