Description
REQUEST FOR INFORMATION Philadelphia CPL Michael J. Crescenz VAMC 3900 Woodland Avenue Philadelphia, PA 19104 Background 1.1 The Philadelphia Corporal Michael J. Crescenz Veterans Affairs Medical Center (VAMC), in support of the Library, is seeking information on how an interested contractor could provide all labor, resources, support, and training to maintain a web-based bibliographic citation manager database. The requirement is for a bibliographic citation manager to be used by staff of the Philadelphia VA Medical Center for research, sharing of references, format reports, importing references, and attaching supporting files. The database must be entirely web-based and IP authenticated; remote access available. The service must provide the following qualities: Allows users to create personal databases and use them for a variety of research activities. System must provide method to secure each individual users data. References are quickly and easily imported from text files, online databases, through RSS feeds or via the web. Users can automatically insert references from their database into their papers and generate formatted bibliographies and manuscripts Provides users with ability to share their information amongst colleagues at their own institution or with colleagues at other institutions Is compatible with multiple platforms including Windows, Mac, UNIX and Linux. Can be accessed from anywhere. Subscribing organizations get unlimited file storage (e.g. PDFs) that can be accessed from anywhere. Utilizes RSS feeds All upgrades are automatically made available to the user without the need to re-load software. The upgrades are provided at no extra fee. Author resolver links to COS Scholar Universe Ability to store PMID in dedicated PMID field Reverse connections to PubMed and Ebsco databases Backup/restore capability Ability to share work Add comments on shared references Conditional formatting of references based on output language Administrative usage reports Organization-wide customization Customer Service support 24/7 online 24/7 tutorial trainings available on the web site + live webinars monthlyThe technical support department of the contractor will work with Library staff to troubleshoot any technical problems that may occur. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the VHA is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the Veterans Health Administration (VHA) will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website and the GSA Advantage. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Description Philadelphia VAMC Library requires a bibliographic citation manager to be used by staff of the Philadelphia VA Medical Center for research, sharing of references, format reports, importing references, and attaching supporting files. The database must be entirely web-based and IP authenticated; remote access available. 2.1 Delivery Period: 2019 2024, Base Year plus 4 Option Years 3.0 Responses 3.1 Interested parties are requested to respond to this RFI with a white paper. 2.2 White papers in Microsoft Word for Office 2000 compatible format are due no later than 24 JUNE 2019, 12:00 pm EST. Responses shall be limited to 15 pages for Section 2 and submitted via e-mail only to Eugene.Moran@va.gov. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 4.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer, email address. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the RFI submittal website; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after 24JUNE2019, 12:00 pm EST will be answered. 5.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide the Philadelphia VAMC Library all labor, resources, support, and training to maintain a web-based bibliographic citation manager database. The information provided in the RFI is subject to change and is not binding on the Government. The VHA has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
