- Subject: PR-ORD-19-00733 Procurement Office: U.S. Environmental Protection Agency. Headquarters Acquisition Division 1200 Pennsylvania Avenue. NW Washington. DC 20460 In accordance with FAR 13.106-1(b), the U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Exposure and Research Laboratory (NERL), Exposure Methods and Measurement Division (EMMD), Air Quality Branch (AQB), located in Research Triangle Park (RTP), NC intends to award a Sole Source Firm Fixed Price Purchase Order for a Model T640X Aerosol Monitor to Teledyne API. Nature/Description of Action(s). Sole source procurement for the Teledyne T640X PM2.5, PM10-2.5, and PM10 monitor. Quantity = 1. Description of Supplies/Services. The Teledyne T640X PM2.5, PM10-2.5, and PM10 monitor consists of an EPA-approved PM10 inlet, ambient temperature sensor, outdoor weatherproof instrument shelter, RH controller, multi-wavelength optical counters, sampling pumps, flow controller, and operating manual. Proposed Contractor: Teledyne 9970 Carroll Canyon Road San Diego, CA 92131 Identification of Statutory Authority. The basis for this recommendation is FAR 13.106-1(b)(1), only one responsible source and no other supplies or services will satisfy agency requirements. ORD's ongoing field research requires deployment and operation of particulate air monitors which must be classified as either Federal Reference Methods (FRMs) or Federal Equivalent Methods (FEMs), in accordance with 40 CFR Part 53 of the Code of Federal Regulations. EMMD's particulate matter research requires determination of ambient aerosol size distributions as a function of aerodynamic particle size. As a result, simultaneous measurements of PM2.5, PM10-2.5, and PM10 are required. In addition, wildfire research and near-road research requires instruments which provide automated, real-time response (1 minute or less). Last, EPA's field research requires deployment of an integrated instrument which does not require an existing environmentally controlled shelter or permanent structure. A survey of designated real-time instruments which contain their own lightweight, weather-worthy shelters, and provides simultaneous PM2.5, PM10-2.5, and PM10 measurements reveals that the Teledyne T640X is the only available instrument which meets these operational requirements. The Teledyne T640X was formally designated by EPA as an FEM for PM2.5, PM10-2.5, and PM10 FEM on July13, 2016 (Federal Register, Vol. 81, page 54285). Using EPA's List of Designated Reference and Equivalent Instruments, EMMD scientists have conducted extensive market research and have determined that no other source of this type of PM2.5, PM10-2.5, and PM10 monitor exists which meets the operational requirements of EMMD's programmatic field research. Based on the market research, Teledyne API is the only vendor identified that can provide an instrument that meets the requirements. The NAICS code for this procurement is: 334516 - Analytical Laboratory Instrument Manufacturing. NO SOLICITATION IS AVAILABLE. This notice of intent to award is not a request for competitive quotations. Interested concerns capable: or providing the service as described in this notice may submit a Capability Statement outlining their capabilities. Information received will be evaluated for the purpose of determining whether to conduct a competitive procurement. Capability Statements must be received within the time set forth in this announcement to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
