Description
The USDA Forest Service (FS) is performing Market Research to determine the viability of separately acquiring the performance of technical services at the 35 National Inter-Agency Full-Service airtanker bases (ATB) to handle, store, mix, recirculate, load, and off-load the Agency's Long-Term Fire Retardant (LTFR). Currently, the LTFR and services are being purchased under a single contract with Perimeter Solutions LP. The LTFR is qualified and approved on the Qualified Products List (QPL) in accordance with USDA, USFS Specification 5100-304c - Long Term Retardant, Wildland Firefighting with amendments. Accordingly, the LTFR will continue to be purchased under a separate contract. The intent of this Special Notice is to provide a draft Performance Work Statement (PWS) (attached to this notice) to industry for review and to solicit questions or comments. Please respond with any questions or comments to Larry.Robillard@USDA.gov, no later than 12:00 PM Mountain Time on 29 July 2019. Prior to the submission deadline, the FS will host four LTFR Services Industry Days at separate locations to brief all interested parties on the Government's requirement and to provide an opportunity for questions and dialogue on the PWS and direction of this potential acquisition. All interested parties are invited to attend in person. A formal response to all Questions will be posted following the Industry Days. The following is the schedule and locations of the Industry Days: 1. 17 July 2019 in Boise, Idaho starting at 0800 at the Boise Best Western Vista Inn, 2645 W. Airport Way, Boise, ID; 2. 18 July 2019 in Medford, Oregon starting at 0800 at the Medford Airtanker Base, 600 Nebula Way, Medford, OR; 3. 24 July 2019 in San Bernardino, California starting at 0800 at the San Bernardino Airtanker Base, 2065 E. Perimeter Rd, San Bernardino, CA. 4. 25 July 2019 in Phoenix, Arizona, starting at 0800 at the Phoenix-Mesa Gateway Airtanker Base located at the Phoenix Interagency Fire Center, 6335 S. Downwind, Suite 101 Mesa, AZ. Registration for each Industry Day is required by 1200 MT one day prior to the start of each session. Each attendee is required to register due to security concerns and various site access restrictions at each location. Potential space limitations require attendance to be limited to three (3) attendees per organization. Attendees may register by providing company name, legal name of each attendee, email address and phone number for each attendee to Larry Robillard at larry.robillard@usda.gov. Attendees will be required to provide Government issued identification when entering each site. Questions related to this Industry Day should be addressed via email to: Larry Robillard at larry.robillard@usda.gov. This announcement is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The FS is not, at this time, seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Special Notice and all costs incurred or associated with this notice and the various Industry Days will solely be at the respondent's expense. Not attending this Industry Day does not preclude participation in any future RFPs, if any are issued. During the Industry Day, the Government will not discuss any active procurements or RFPs. It is the responsibility of the interested parties to monitor Federal Business Opportunities (www.fbo.gov) for additional information pertaining to this notice.
