- This is a synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-88 (effective 15 June 2016). This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The NAICS code is 315280 and the small business size standard is 750 Employees. This requirement is to provide T3 Geronimo 2 Plate Carrier with Quad Release System (or equivalent) and soft armor panels. CLIN 0001 - Plate Carriers 141 each, sizes S-L -40 Small -51 Medium -50 Large Speifications to meet or exceed the following: a.A lightweight (approx. 6 lbs or less) platform stable enough to increase load carriage performance, reduce wearer fatigue, also to stabilize and enhance soft armor inserts. b.Must be deliverable in Coyote Tan pattern. c.Webbing, pouch, and panel material will be solution dyed 500 denier CORDURA fordurability and longevity. d.Single Point Trigger Release System with Fastek Buckle re-assembly e.Pockets for applicable sized SAPI, ESAPI, XSAPI plates f.PALS webbing for MOLLE Attachments g.Hydration/Communication Tabs for Routing h.Removable MOLLE Kangaroo Front Flap, holds three 5.56 30rd magazines i.Two integrated radio pouches on cummerbund that will accommodate PRC 152 radios. j.Shoulder pads that cover the entire strap connecting the front and back panels k.Reinforced personnel drag handle on the back panel l.Plate carriers must have hook and loop fasteners for name tapes/ranks on the front panel m.External Cummerbund with Side Plate Pocket to accept additional soft armor coverage and/orability to accept 7" x 8" hard armor plates. Cummerbund should have ability to accept MOLLEon the entirety of the exposed panel. n.Front and Back panels should incorporate padding so plates will not rest directly on Individuals in the absence of soft armor. o.Cummerbund should attach at the front via clips that still allow access to PALS webbing onthe cummerbund where it meets front panel (hidden under front flap or minimally intrusive touser's ability to use PALS webbing). p.Replaceable Soft Armor panels should provide same area coverage as appropriate SAPI/ESAPI plates and will meet Level IIIA, NIJ0101.06 Specifications q.Soft armor panels should be DuPoint Kevlar or equal and the material not to exceed 10.18mmthick and no heavier than 1.56 lbs/ft2 r.No quick release cable routing designs CLIN 0002 - Armor Panels 170 each Contractor is to provide one hundred and seventy (170) sets of front and back replacable Level IIIA soft armor panels. The following provisions and clauses apply to this requirement: -FAR 52.212-1, Instructions to Offerors--Commercial Items, -FAR 52.212-2 Evaluation -- Commercial Items and award will be made to the lowest pricedquotation that meets the physical, functional, and performance criteria outlined in CLIN 0001, -FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, -FAR 52.212-4, Contract Terms and Conditions-Commercial Items; -FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or ExecutiveOrders--Commercial Items. The following clauses within applies: 52.219-6; 52.219-28;52.222-3;52.222-21;52.22-26;52.222-41;52.222-42;52.222-43;52.222-44;52.222-50;52.225-13;52.232-33 -FAR 52.222-41, Service Contract Labor Standards -FAR 52.222-55, Minimum Wage Under Executive Order 13658 (a wage determination will beincluded at time of award) -Additional Clauses will be included at time of award.
