Description: This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with theinformation in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The Request For Quote (RFQ) number is N00604-19-Q-4053. This solicitation documents and incorporates provisions and clauses in effect through FAC 2019-03 and DFARS Publication Notice 20190531. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The proposed contract action is for (5) brand name only items and other laboratory supplies in accordance with their salient characteristics listed in the attached consumables document. The NAVSUP Fleet Logistics Center Pearl Harbor Contracting Department requests responses from qualified source capable of providing the Consumable Laboratory Supplies listed. CLIN 0001 CONSUMABLE LABORATORY SUPPLIES (See attached list) DELIVERY: Estimated non-HAZMAT delivery no later than 30AUG2019 Estimated HAZMAT delivery no later than 20SEP2019 DELIVERY LOCATION: NAVSUP FLC FUELS DEPT LABORATORY, CODE 704 NEOSHO AVE, BLDG 1757 JBPHH, HI 96860 FOB Destination applies. Please ensure freshest material and longest possible expiration date for all brand name items. Responsibility and Inspection unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. Partial delivery is authorized. SUBMISSION REQUIREMENTS: Please review both the Combined Synopsis Solicitation and Consumables list thoroughly. Quoters hall include the completed FAR clause 52.212-3 and ALT 1 along with your quote. In order to be technically acceptable, Quoter must make a statement śtaking no exception to the PWS when submitting requested documentation and submit completed/applicable FAR forms. All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size and payment terms. Quotes over 10 pages in total will not be accepted by facsimile. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. EVALUATION and BASIS FOR AWARD: Procedures in FAR 13.106 are applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors to include price, timely delivery of HAZMAT and non-HAZMAT items and customer technical acceptability. PAYMENT METHOD: Invoices shall be submitted by electronic submission through Wide Area Work Flow (WAWF). THIS ANNOUNCEMENT WILL CLOSE AT 0900 HST ON FRIDAY, JUNE 21, 2019.
