- NSA/CSS Building 26 Furniture 1. The National Security Agency(NSA)/Cyber Security Squadron (CSS) has a requirement for the installation of new modular furniture, electrical wiring, to pull telecommunication and the optional tear down/removal and haul away of the current cubicles, furniture, electrical and information technology wiring for the military personnel located in Building 26 at Buckley AFB, CO. 2. The government intends to award a firm fixed price contract to the responsible contractor who provides a reasonably priced, technically acceptable proposal. The offeror must meet the requirements found in the Statement of Work, dated 05 April 2019. 3. Only a technically acceptable offer will be considered. The Government intends to evaluate your offer and make award without discussions, however, this does not preclude the Government from having discussions if it is in the best interest of the Government. The Government will not reimburse your company for cost to provide a response to this solicitation notice. 4. There will be a pre-proposal site visit on Thursday, 30 May 19 at 0900 (MST/MDT) in Bldg. 26. This site visit requires base installation access. In order to ensure installation access, please submit the full name, driver's license number/ID Number and social security number of all parties interested in attending the site visit to A1C John Woods at john.woods.18@us.af.mil by 28 May at Noon (MST/MDT). Attending contractors will meet Ms. Beth Loftis at the 6th Ave Gate Visitor's Center NLT 0830 in order to ensure time to process visitor's passes. 5. Request for Information must be emailed to michael.bailey.23@us.af.mil and bryan.meredith.1@us.af.mil NLT 1:00 PM (MST/MDT) on 26 Jun 2019. Proposals are due NLT 1:00 PM (MST/MDT) on 3 Jul 2019. The Government will award a contract resulting from this solicitation to your company only if your proposal conforming to the solicitation will be advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate your offer: BASIS OF AWARD: IAW FAR 15.304(a) "The award decision is based on evaluation factors and significant sub-factors that are tailored to the acquisition." Evaluation Factors and significant sub-factors are listed below by order of precedence: 1. Lead Time Lead time shall be used as the predominant evaluation factor for this acquisition and will be significantly more important than cost or price. 2. Price Prices shall be evaluated by comparison of those proposed prices found to be fair and reasonable. Fair and reasonableness shall be determined based off of adequate price NSA/CSS Building 26 Furniture competition and comparison to the Independent Government Estimate (IGE) established for this acquisition. IAW FAR 13.106-1-Soliciting Competition: (a) Considerations. In soliciting competition, the contracting officer shall consider the guidance in 13.104 and the following before requesting quotations or offers: (1) (i) The nature of the article or service to be purchased and whether it is highly competitive and readily available in several makes or brands, or is relatively noncompetitive. (ii) An electronic commerce method that employs widespread electronic public notice in not available; and (iii) The urgency of the proposed purchase. (iv) The dollar value of the proposed purchase. (v) Past experience concerning specific dealers' prices. (2) When soliciting quotations or offers, the contracting officer shall notify potential quoters or offerors of the basis on which award will be made (price alone or price and other factors, e.g., past performance and quality). Contracting officers are encouraged to use best value. Solicitations are not required to state the relative importance assigned to each evaluation factor and subfactor, nor are they required to include subfactors. The evaluation process will proceed as follows: a) Technical Acceptability: the offeror whose proposal represents the best value for the government will then be ranked according to Technically Acceptable/Unacceptable based on the following technical qualifications: i. Service(s) with description, specifications, and/or standards ii. Technical Approach iii. If the first offeror whose proposal represents the best value for the government is determined to be technically acceptable, the evaluation process stops at this point. Award will be made to that offeror without further consideration of any other offers. If the offeror whose proposal represents the best value for the government is not deemed technically acceptable, the next best valued offer will be evaluated until an offer is deemed technically acceptable. The Government reserves the right to seek information on higher priced offerors if evaluation of such offerors may present a better value to the Government.
