- SPECIAL ANNOUNCEMENT / REQUEST FOR INFORMATION OPEN MARKET PHARMACEUTICALS INDUSTRY DAYS THIS NOTICE IS NOT A REQUEST FOR PROPOSALS (RFP), BUT AN ANNOUNCEMENT OF AN INDUSTRY DAYS EVENT. The Network Contracting Office 15 (NCO15) Consolidated Mail Outpatient Pharmacy (CMOP) Acquisitions Division, located in Leavenworth, Kansas, provides contracting support to the CMOP fulfillment program. The CMOP facilities, located throughout the nation, fill Veterans prescriptions. During the Industry Days Event, we plan to provide information to participating vendors about the CMOP program and items that are relevant to submitting quotes/proposals and to performing pharmaceutical contracts. The dates scheduled are August 6, 7 and 8, 2019. PLEASE NOTE: August 6, 2019, is Reserved for New Vendors Only. A new vendor is defined as a vendor that has never attended a CMOP Industry Days Event and/or a vendor new to selling pharmaceuticals. The agenda for August 6, 2019, is developed for new vendors. The agenda for the second two days will be designed for vendors that have attended a previous CMOP Industry Day. Our goal is to meet with total of 21 vendors over the three-day event. NOTE: The three Large Business spots may be filled with SDVOSB/VOSB/SB s/other socioeconomic categories if unfilled by July 19, 2019, at 4:00 p.m. (CST). The events are being scheduled in accordance with Federal Acquisition Regulation (FAR) 15.201(e) as part of continuing market research. The three (3) one-day event will be held at the NCO15 office located at 3450 S. 4th Street Trafficway, Leavenworth, Kansas. Leavenworth is located approximately 23 miles from the Kansas City International Airport (via I-29N and MO-92E). It is a rural area and, therefore, public transportation is not readily available. Lunch will not be provided; however, there are restaurants available within a two-mile radius of the event location. The objective of the event is to provide information about the CMOP mission and the pharmaceutical acquisition process and to obtain input from pharmaceutical provider industry representatives and distributors with expertise in and knowledge of the acquisition and supply of open market pharmaceuticals. In addition, the event is to provide preliminary information on anticipated requirements, business/contract considerations and possible acquisition strategies. Furthermore, each interested party will have the opportunity to express their technical, contractual and procedural concerns in regards to existing and upcoming acquisitions. There is no commitment by the Department of Veterans Affairs (VA), Regional Procurement Office (RPO) Central Region, NCO15 CMOP Acquisitions Division, to issue a solicitation, make an award, or to be responsible for any monies expended by interested parties in support of this event. The VA is neither committed nor obligated to pay for information provided, and no basis for claims against the VA shall arise as a result of a response to this Special Announcement/ Request for Information. PRESENTATIONS: Each day, beginning at 8:15 am, presentations by the CMOP Staff and NCO15 CMOP Acquisitions Division Staff will occur. The intent is to improve the overall understanding of the CMOP mission and acquisition process from identification of requirements through delivery of product. Industry is not required to provide presentations. Because of time constraints, we will not be able to have multiple one-on-one sessions. We ask if anyone has specific questions they would like addressed during the event to submit them via e-mail (VISN15NCOCMOPIndustryDays@va.gov) no later than July 8, 2019. The meeting facility is not equipped with Wi-Fi; however, attendees may bring a participant-owned laptop and air card to provide information. In addition, hard copy information may be distributed during the afternoon sessions. Any unused information will be removed, by the vendor, at the end of each Day s Event. This year s Industry Days will feature several courses designed to provide detailed insight on the contracting process and common issues we have identified throughout the year. For example, Gray Market specifications, Fair and Reasonable Pricing, Tradeoff Process, etc. REGISTRATION REQUIREMENTS: Registration will begin on June 20, 2019 and will end on or before July 19, 2019 by 4:00 p.m. (CST). The first 21 interested parties to register will receive confirmation of attendance. If full capacity is reached prior to July 19, 2019, by 4:00 p.m. (CST), confirmed registration will end; however, a wait-list will be generated. Registration will be handled on a first come, first served basis. Participants will not be permitted to register on the day of the event nor be permitted to attend a session without a reservation. Reservations are not transferable. Requests to attend the Industry Days event must be completed via email to VISN15NCOCMOPIndustryDays@va.gov. The subject line should read: Reservation Request FY19 NCO15 Pharmaceutical Industry Days. Please do not submit a request prior to June 20, 2019. A request for reservation (template below) must include the organization/company name and address, phone number, number of attendees (limited to 3 per reservation), names and titles of attendees, email addresses of attendees, your choice of date for attendance (one primary and one alternate date only please) and names of CMOP personnel with whom you would like a business session. Attempts will be made to accommodate the requested date/time but cannot be guaranteed as registrations will be handled on a first come, first served basis. Any changes to the submitted information must be provided prior to July 19, 2019, by 2:00 p.m. (CST) to allow wait-listed responders to be notified. Please note that attendance/participation at the Industry Days is encouraged, but is not a prerequisite for participation in solicitations that may be issued in the future. Please do not attend without confirmation of a reservation. The reservation confirmation will only be provided from the above noted email address. Questions concerning this event should also be provided to this email address. The subject line should read: Question FY19 NCO15 Pharmaceutical Industry Days. An agenda for the three-day event will be e-mailed directly to registered attendees once we have reviewed any questions industry provides to our office. Interested parties are required to respond to VISN15NCOCMOPIndustryDays@va.gov for additional information. The subject line of the email must include either Reservation Request FY19 NCO15 Pharmaceutical Industry Days or Question FY19 NCO15 Pharmaceutical Industry Days in order to receive prompt attention. Please return a completed form (template below) with your reservation request. We will attempt to honor every request; however, the reservation dates/times will be based on a first come, first served basis.
