This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of businesses including (but not limited to) 8(a), HUBZone, Service Disabled Veteran-Owned Small Business, and Veteran-Owned Small Business firms relative to the North American Industry Classification Code (NAICS) 332410. The Department of Veterans Affairs is seeking both manufacturers and/or distributors of the exact match or functionally equivalent equipment/ services to the following listed above. Statement of Work Purchase of a Turn Key Portable Water Tube Boiler Central Texas VA Health Care System Olin E. Teague Veterans' Medical Center Temple TX & Doris Miller VA Medical Center, Waco, TX Scope The Central Texas VA Health Care System requires the Purchase of a Turn Key Portable Water Tube Boiler rated a minimum of 24,000 LBS/H (Pounds of Steam per Hour) to supplement current boiler capacity and provide alternate source of steam and heat generation. The vendor shall be responsible for the delivery, set-up, training, and operational test the Turn Key Portable Water Tube Boiler. The contractor shall be familiar with all the terms, conditions, and requirements within this contract. The Purchase of the Turn Key Portable Boiler and auxiliary equipment rated a minimum of 24,000 LBS/H (Pounds of Steam per Hour) does not involve connectivity of a device/system to the VA computer network and does not involve sensitive VA data. Project Requirements 1. Provide a fully piped and wired functional Turn Key Portable Water tube boiler rated a minimum of 24,000 LBS/H (Pounds of Steam per Hour) houses inside one tractor trailer. 24,000 Package Firetube Boiler. The packaged unit should contain the following but not limited to the list below. a) Low NOx Burner with VFD Drive b) Double flat glass sight glass c) Gas Pressure Regulator d) Control Panel with external data cable (and computer software e) Valve Trim (header, safeties, blowdown, etc.) f) Chemical Feed System g) Blowdown Separator with Aftercooler, and automatic tempering valve h) Sample Cooler & Sink i) Interior Lighting and exterior lighting for safe operation 120 VAC j) Stack (Attached) k) Provide steps with handrails to boiler deck for safe operation (Removal) l) Emergency push button wired into the 120vac wired into boiler limit circuit. m) External alarm horn and red strobe light n) Operating Manuals (SOP) o) Tractor trailer must have the following external connection capabilities. 2. Fuel Consumption: a) Natural Gas: 24,000 SCFH @ with regulated b) #2 Oil: 300 GPH 3. Connection Sizes: It is the vendors responsibly to verify connection size. a) Main Steam: FLG b) Natural Gas: FLG c) #2 Oil Supply / Return: NPT d) Auxiliary Feedwater: NPT e) Blowdown / Drain: FLG f) Make-up Water: NPT 4. Electrical Power Service Requirements: a) 240 VAC, 3 ph, b) 120 VAC 5. Boiler shall be dual fuel able to run on Natural Gas or #2 Fuel Oil 6. Boiler to meet VA Low NOX emissions standards 7. Boiler Must be VA complainant in accordance with following a) VHA DIRECTIVE 1810 b) VHA Boiler Plant Safety Device Testing Manual c) ASME Boiler Code 8. Contract Requirements a) The vendor will provide all project requirement documentation to COR for his review. b) Provide the supervision, manpower, tools, materials, equipment and certifications to manufacture and deliver a Turn Key Portable Water Tube Boiler following manufacturers guidelines and ASME Boiler Code to the Olin E. Teague Veterans' Medical Center Temple TX or Doris Miller VA Medical Center, Waco, TX. c) Provide a Turn Key Portable Water tube boiler rated a minimum of 24,000 LBS/H (Pounds of Steam per Hour) houses inside one tractor trailer. This unit must have Boiler Inspection documentation from State Fire Marshal (state of origin) and National Board Boiler Inspector prior to delivery. d) Provide the project engineer or COR with an estimated delivery date e) Deliver fully wired and piped functional Portable Water tube boiler rated a minimum of 24,000 LBS/H (Pounds of Steam per Hour) houses inside one tractor trailer. All equipment and materials listed in Project Requirements will be fully functional. f) Provide Onsight training for all connections from trailer to VA Boiler plant, and all start up procedures via plant SOP. g) Conduct safety testing in accordance with VHA Boiler Plant Safety Device Testing Manual. All deficiencies will be documented and corrected by delivery vendor. h) All work shall meet all required codes and standards. i) All required contract works completed will be reviewed by Project Engineer or COR prior to accepting and approving contractor application for payment.
