- Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Northwest Fisheries Science Center, Conservation Biology Division, Seattle, WA is requesting an upgrade/repairs to the RV Minnow (21 foot Workskiff Model #WS2126, Serial Number MGN21W26H405) that will provide a new platform to mount the main engine (Honda BF135A BARJ-1301780) and emergency kicker engine (Honda BF8 BARJ-1400257) further astern. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NFFP71001901929 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02 dated 6/5/2019. (iv) This requisition is a small business set-aside under the NAICS code for this acquisition is 336611, Ship Building and Repairing the small business size standard is 1,250 Employees. (v) Line items are as follows: CLIN 1: Request Upgrade Boat Parts and Supplies in accordance with the Statement of Need. CLIN 2: Request Upgrade/Repairs in accordance with the Statement of Need. (vi) Description of requirements for the items to be acquired: This requirement is a procurement for supplies and upgrade/repair of the boat in accordance with the statement of work. Country of origin must be compliant to the Buy American Act or Trade Act Agreement. Evaluation will be made on a best value basis. (vii) Date(s) and place(s) of delivery and acceptance and FOB Origin. Delivery by11/12/2019, or sooner The boat will be delivered to the winning bidder by NOAA personnel within 100 miles of Seattle, WA to be upgraded/repaired.. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition without addenda. ix) The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The specific evaluation criteria per in paragraph (a) of that provision is below: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Demonstrated capacity to meet the requirements in the Statement of Work (Technical) Price Past Performance Factors are listed in order of importance. This will be awarded based on best value for the government. Evaluation Criteria Ratings and Definitions: Technical - "Exceeds" - Offer provides accelerated order to delivery schedules (at a reasonable price). "Meets" - Satisfies the requirement. "Does Not Meet" - Offer does not adequately demonstrate understanding. Past Performance - "Acceptable" - Has satisfactory or better past performance either with NOAA or as documented in the Contractor Performance Assessment Reporting System (CPARS). "Not Acceptable" - Has negative past performance with NOAA or as documented in CPARS. "No Past Performance" - Vendor has no past performance with NOAA or documented in CPARS. This is a neutral rating and will not negatively affect ranking. Price - Offered prices for specific tasks performed or specific outcomes to be achieved and under standard commercial terms and conditions. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
