Description
THIS IS NOT A COMPETITIVE SOLICITATION. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The Solicitation number, N6228519RC062 The proposed contract action is for commercial supplies, in accordance with the Requirements Statement. The NAICS code is 541690 and the Small Business Standard is $15M. This solicitation documents and incorporates provisions and clauses in effect through FAC 2019-03 and DFARS Change Notice 20190531. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Philadelphia Office intends to solicit Dr. David Salstein on a sole source basis. This action will result in a firm fixed-price (FFP) purchase order. The proposed acquisition is for contractor services to report on optimality of Angular momentum algorithms for producing Earth orientation predictions of polar motion and UT1-UTC for the United States Naval Observatory (USNO). Services are to be provided at USNO 3450 Massachusetts Ave NW, Washington, DC 20392. The sole source vendor is Dr. David Salstein, 11 Allen Ave., Waban, MA. 02468-1715 (CAGE: 6Z3B1). The awarded contract for the above requirement is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority for FAR Part 13.106-1(b), Soliciting from a single source. Interested persons may identify their interest and capability to respond to future similar requirements, however, this notice is not intended to be a request for competitive quotations from any source. The Requirements Statement is as follows: Dr. Salstein is providing documentation, which is a review of Angular Momentum processes, models, and code to ensure optimality of those algorithms for producing earth orientation predictions of polar motion and UT1-UTC.
