Description
Synopsis THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service, Southeast Region intends to issue a Request for Proposal for removing and replacing 665 linear feet of existing chain link at San Fernando Bastion, San Juan National Historic Site, Old San Juan, Puerto Rico. A detailed Statement of Work will be provided with the solicitation documents. PUBLICIZING: The official solicitation and its attachments will be issued on or about 07/09/2019 (date is subject to change) and will be posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov and the FedConnect website https://www.fedconnect.net/ This procurement will be 100% set-aside for Small Businesses. The NAICS code is 238990. The small business standard is $15.0 million. The contracting office will not provide hardcopies or email copies of the solicitation. CONSTRUCTION PROJECT MAGNITUDE: Between $100,000 and $250,000 TYPE OF PROCUREMENT: It is anticipated that a firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The Government intends to award (1) one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Contract is expected to be awarded by August 2019. Federal Construction Wage Rates for Puerto Rico statewide will apply. All interested offers MUST have an active vendor record in SAM.gov, be a small business under the identified NAICS code and NOT have any exclusion such as a delinquent federal debt or debarment. SITE VISIT: Only one (1) site visit is scheduled for this action. A date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. Offers will be due approximately 30 days after issuance of solicitation unless extended by amendment. This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation as a result of this notice. NOTE: No additional information is available until the solicitation is released.
