Description
The purpose of this notice is to inform all parties that in accordance with 10 U.S.C. 2304 (c)(1) (FAR 6.302-1), the United States Navy, Space and Naval Warfare Systems Command (SPAWARSYSCOM) intends to award a Sole Source contract to Rockwell Collins located in Cedar Rapids, Iowa. The Battle Force Tactical Network system provides secure Line-of-Sight (LOS) and Beyond LOS (BLOS) network connectivity for ships and submarines to communicate in a Satellite Communications (SATCOM)-degraded/denied environment via the High Frequency (HF) and Ultra HF (UHF) radio spectrum. The system is an integration of Commercial-Off-the-Shelf (COTS), High Frequency Internet Protocol (HFIP) Hardware (HW), Sub-Net Relay (SNR) HW, COTS Software (SW) and Government-Off-the-Shelf (GOTS) SW in a specified configuration. SNR and HFIP enables warfighters on both U.S. and Allied/Coalition Secure-Releasable (SECREL) and SIPRNET to plan and execute in a real-time operational environment by transporting IP data over existing Tactical LOS and BLOS bearers. The Rockwell Collins 2050 Modem and SNR Controller are two components of the BFTN system. Rockwell Collins is the Original Equipment Manufacturer (OEM), designer and developer of the hardware and software for the 2050 Modem and SNR Controller which require Non- recurring Engineering (NRE) development of a software patch to meet new/current Cybersecurity standards. This notice of intent is not a request for competitive proposals nor a solicitation of offers. The NAICS for this procurement is 334290 (with a Small Business Size Standard of 750 employees). A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
