Description
PRE-SOLICITATION NOTICE OF INTENT - NON-COMPETITIVE INTRODUCTION: PURSUANT TO FAR Subpart 5.2 Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The U.S. Department of Veterans Affairs, Strategic Acquisition Center (SAC), on behalf of the Veteran Hospital Administration (VHA), intends to negotiate and award a contract for a fiscal management tool for laboratory productivity assessment and financial benchmarking with the Laboratory Management Indexing Program (LMIP), provided by the College of American Pathologists (CAP). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The intended procurement is classified under NAICS code 511210 with a Size Standard of 25 million dollars. REGULATORY AUTHORITY: The resultant contract will include all applicable provisions and clauses of the Federal acquisition Regulation FAR13.5 Simplified Procedures for Certain Commercial Items: The authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901 and is implemented by for restricting competition on this procurement via FAR 13.106-1(b)(2). STATUTORY AUTHORITY: This acquisition is conducted as non-competitive under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302- 1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. DESCRIPTION OF REQUIREMENT: This procurement is for computer software (media, license, maintenance and support services). Tasks Requirements 1.1 The contractor must provide 146 term licenses for monitoring the efficiency of current methods as well as indicating the effect of selecting new methods for VA facilities. 1.2 The contractor will send order confirmation to the laboratory, Pathology Regional Commissioner's Office and the Headquarters Diagnostic Service Office. · 1.3 The contractor shall provide the VHA with the flexibility to utilize the normal peer comparison algorithms provided or will group the VHA facilities as directed by the VHA contract representative. 1.4 The performance benchmarking tool provides functionality that meets the minimum needs of the Government and is the basis for the Government's procurement of the benchmarking tool. Consequently, the Contractor agrees that the Government has the right to successor products at no additional price when the functionality is later unbundled from the product licensed herein and bundled into a new product, provided the Government is current on maintenance. Project Description The Laboratory Management Index Program (LMIP) provided by the College of American Pathologist has the specific service to support the benchmarking efforts in Clinical Laboratory Management by the VHA. This program has been customized over the years for the VHA facilities and the large number of customers in the database, including nearly 150 from the VHA ensures appropriate peer comparison for each cohort. The LMIP provided by the College of American Pathologists (CAP) is a unique Laboratory Management tool that can benchmark VA laboratories against other VA laboratories and non-VA laboratories of similar size and operation. The LMIP program utilizes a comparison database that is unique and nearly ubiquitous throughout the industry. No other vendor has developed such a program. The VA has been subscribing to the LMIP program since 1995 and this database is based on thousands of data points of workload, staffing and financial data. The National Laboratory Workload Laboratory Management Index Program report replaces the Lab Automated Management Information System (AMIS) segment used in the past. Consequently, it would be impossible to recreate by another vendor even if they possessed the analytical algorithms to duplicate the output of the LMIP. Purpose and Objectives To enable pathologists, laboratory management and hospital administration to make rational, data-driven operating decisions in an era of constrained healthcare resources. LMIP is the strongest laboratory financial benchmarking program available and sets the gold standard. It has been designed to meet changing laboratory practices and organizational structures. The work shall be substantively accomplished at each VHA facility. Any work at government sites shall not take place on Federal holidays or weekends unless directed by the Contracting Officer Representative (COR). The Department of Veterans Affairs ( VA" or "Government") has a need for a fiscal management tool for productivity and financial benchmarking both within VA facility laboratories and with laboratories external to VA. The contractor will use peer groups consisting of laboratories with similar services and functions and will as a minimum assess the following areas of laboratory performance: Productivity - efficient utilization of personnel Utilization - test ordering practices Cost-effectiveness - efficient utilization of supplies, equipment and labor Period of Performance The period of performance will be for one (1) base year from date of award, with 4 option years (60 months). CLOSING STATEMENT: This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice must include sufficient information to establish the interested parties bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. In addition, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
