Description
1. PROGRAM: PROJECT MANAGEMENT OFFICE STRYKER BRIGADE COMBAT TEAM (PMO SBCT) 2. SUBJECT: REQUEST FOR INFORMATION (RFI) ON 30x173mm CANNON PRODUCTION CAPABILITY 3. DESCRIPTION AND BACKGROUND: The purpose of this RFI is for the United States Government (USG) to determine industry capabilities to produce a 30x173mm cannon that will be incorporated into a future Stryker Engineering Change Proposal (ECP). The USG is in pursuit of a potential future system to be integrated fleet wide on the DVHA1 chassis that would incorporate the proposed 30x173mm cannon. Any information received in response to this survey will be used by the USG to aid its current Stryker Acquisition Planning effort and a potential competitive Request for Proposal (RFP). Currently, the USG plans to obtain the prospective requirements identified within this survey from a source that has the ability or capability to meet the USG's requirements. 4. INFORMATION SOUGHT: PMO SBCT is seeking the following information related to 30x173mm cannon solutions that meet the following: • USG qualified 30x173mm cannon; • Supports multiple ammunition source feeding; • Qualified in both a linked and link-less configuration; and • Capability to fire the current and future USG 30x173mm suite of ammunition. In addition to the above, please address all questions. If a question is not applicable, use N/A. a. Has your organization ever received a contract award from the USG as a Prime Contractor to develop and/or produce a 30mm cannon or similar weapon? If so, provide the name of the requiring activity and contract number(s). b. Describe your company's experience related to manufacturing, assembly, and/or production of your 30x173mm cannon. i. Describe your Production Readiness Level (PRL) for your proposed solution. ii. Identify other organizations or countries that are using your product/technology. c. Describe your company's capabilities and experience with developing logistical products: i. Operator and Maintainer Level Technical Manuals ii. Operator and Maintainer Level Instructional Material and Points of Instruction d. Describe your experience and/or familiarity with the completion of a Department of the Army (DA) Form 2408-8 "Weapon Record Data". e. Describe your company's experience with and capabilities in providing unclassified Army property (sensitive and non-sensitive) security in accordance with AR 190-51, "Security of Unclassified Army Property." f. Identify and describe your company's current quality system, and indicate whether your company is independently certified in that system. g. Describe current production capacity and ramp up timeline to prepare for production of the proposed 30mm cannon and any other pertinent information about your production capability the USG may find informative. h. Provide pricing information in quantities of 5ea, 25ea, 50ea, 100ea, and further lots of 42ea. i. Provide estimated cost for the Technical Data Package (TDP) for the proposed solution (if available). 5. RESPONSES: Response Format: Electronic responses are required in any of the following formats: Microsoft Word 2010 or earlier, Microsoft Excel 2010 or earlier, Microsoft PowerPoint 2010 or earlier, or Adobe Acrobat. The maximum size of each e-mail message should be no more than three and one-half (3.5) megabytes. You may use multiple e-mail messages. The subject line must include the message number, (example: 1 of 3, 2 of 3, 3 of 3), and quote mark "[Company's Name] response to PMO SBCT RFI Stryker 30x173mm Cannon Solution". All interested firms, regardless of size, are encouraged to respond to this request for information. It is not necessary to respond to this market survey in order to be eligible for future contract awards. Responses shall be furnished to the USG no later than 1600 Eastern Standard Time on 10 July 2019. Since this is not a request for proposal, respondents WILL NOT be notified regarding information obtained related to this RFI Notice. Responses will not be returned nor will detailed feedback be made available. If and when a solicitation is issued, it will be posted on www.fbo.gov. It is the respondent's responsibility to monitor these sites for the releases of any additional market surveys, synopses, or solicitations. Proprietary Information. The USG acknowledges its obligations under the Federal Acquisition Regulation (FAR) and 18 United States Code (U.S.C.) §1905 to protect confidential information provided to the USG. Pursuant to this statute, the USG is willing to accept any trade secrets or proprietary restrictions placed upon data presented in response to this survey and to protect such information from unauthorized disclosure, subject to the following: • Data must be clearly marked PROPRIETARY and be accompanied by an explanatory text so that the USG is clearly notified on what data is proprietary. • Mark only data that is truly confidential. • Do not mark data that is already in the public domain or is already in possession of the USG or third parties on an unclassified basis. Do not submit any classified data in response to this market survey. • Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: "PROPRIETARY PORTION BEGINS" and "PROPRIETARY PORTION ENDS." The USG is not responsible for the public disclosure of unmarked data received in response to this market survey. Accordingly, the respondent shall ensure that technical data provided in response to this market survey shall be appropriately marked (i.e. proprietary) to ensure proper USG handling of the data. Should the USG need to reproduce the protected data for distribution purposes between USG offices, all such data shall be reproduced with restrictive legends in place.
