Description
This is a Sources Sought (SS) Notice only; it is not a Solicitation (i.e. Request for Proposal, Request for Quotation, or Invitation for Bids.), not a solicitation announcement and should not be considered as such. This SS is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this SS are strictly voluntary and the Government will not pay respondents for information provided in response to this SS. Responses to this SS will not be returned and respondents will not be notified of the result of the review. Although responses to the questions posed by the Government would be most beneficial to this market research effort. The purpose of this SS is to conduct Market Research to determine an acquisition strategy for the establishment of a blood gas analyzer at the Cleveland Louis Stokes Department of Veterans Affairs Medical Center (CLE VAMC). The Medical service has a requirement for a blood gas analyzer. The instrumentation shall perform all analyses for the required tests with precision as defined by the 1988 Clinical Laboratory Improvement Act (CLIA) and the Clinical and Laboratory Standards Institute (CLSI, formerly NCCLS). Operational Features The instrumentation shall have the following basic capabilities (required): Demonstrated work-station consolidation. Reagent barcode capability and inventory control. Shall have Auto-ID Barcode Automated Blood Gas Analyzers Shall performed the following Blood Gas Analytes/Parameters/Derived(calculated): Analytes pH pCO2 pO2 Hct Na K Cl iCa Lactate Glucose tHb(c) O2Hb COHb MetHb HHb tBili CO-ox Parameters sO2 sO2(c) HCO3-std HCO3-(c) A-aDO2 paO2/PAO2 RI CcO2 a-vDO2 Qsp/Qt(est) Qsp/Qt Hct(c) Derived (Calculated) TCO2 BE(B) BE(ecf) tHb(c) Ca++(7.4) Anion Gap P/F Ratio pAO2 CaO2 CvO2 p50 O2cap Shall have onboard CO-Oximetry Shall utilized various sample types: Whole Blood Capillary Mixed venous Arterial Venous Shall utilize minimal sample size, <200 µL. Carts for the Blood Gas Analyzers Shall have the following information on hard copy report: Patient Demographics Hospital Information Results Result Flags and legend. Reference and Critical Ranges Comments Other Notification Information Shall have capability of LIS/HIS via direct interface for future expansion: vendor neutral or Web-based systems Shall have hardware and software for data management system. Shall have the ability to read bar-coded patient samples using the Vista Universal Identification system. A mechanism to minimize sample carryover Minimal reagent preparation. Multi-tasking computer system. On-board QC package for monitoring Levy-Jennings, Mean, CV, SD. RS 232 interface port and required cables. On-board electronic troubleshooting guide, site-specific operators manual, and video maintenance capabilities. Ease of calibration with extended calibration stability and reduced calibration frequency. Ability to perform tests to specification as defined by CLIA 88 and CLSI standards including satisfactory CAP peer group comparisons. Adjustable workstations to ensure ergonomically correct heights. Methodology of tests should be well accepted. Shall be user friendly. Minimal recurring preventative maintenance (daily, weekly, monthly). Minimal startup time from standby to operation. Contractor shall provide a timeline for Phase delivery of proposed equipment, installation of system and training of operators. The Department of Veterans Affairs, Network Contracting Office (NCO) 10, is conducting market research to determine if there are a sufficient number of Small Businesses capable of performing the requirements to warrant a set-aside. The proposed solicitation is to furnish all materials, labor, equipment and transportation required to provide equipment to the CLE VAMC. Contractor shall also comply with any other federal, state, and local laws applicable to the industry. Potential sources must demonstrate experience and knowledge of required services and capability to provide such services. Potential sources should submit: Point of Contact with email address and phone number; Business name and address; Business size pursuant to NAICS code 339113, (size standard 750 employees); business size; Applicable business socio-economic category; GSA, NAC, TAC, or SAC contract number if applicable; Capability statement; Recent and relevant projects similar in nature; DUNS number; and brochure of commodity requested. Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses unless they are indicating proprietary technical characteristics. Contractors are hereby notified that if a competitive solicitation is issued on the Federal Business Opportunities website http://www.fbo.gov at a later date, all interested parties must respond to that Solicitation announcement separately from any response to this SS announcement.
