NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement for the technical refresh of the SAM-T. This refresh shall enable training of recruit personnel to meet the small arms training, qualification requirements of the Navy Handgun Qualification Course outlined in OPNAVINST 3591.1(series) instruction. Please see the attached Draft Statement of Work (SOW) for a more detailed description of the requirement. Also, please note that the SOW may be changed or scaled down as the requirement becomes more solidified. This Sources Sought is a market research tool used to determine potential and eligible contractors prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. ELIGIBILITY: The PSC for this requirement is 6930 the NAICS is 333318 which is for Other Commercial and Service Industry Machinery Manufacturing and has a size standard of 1,000 employees. PROGRAM BACKGROUND A refresh of this level has not occurred on this trainer, therefore, this contract will be a new effort; no previous contract information is available. SUBMISSION DETAILS (CAPABILITIES STATEMENT) Businesses capable of accomplishing the required services are invited to submit literature, brochures and capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. Summaries shall identify, at a minimum, business size and past (limit to within 3 years) and/or current performance on similar contracts (include dollar value, complexity and point of contact). The contract type is anticipated to be a commercial FFP contract. The length of the contract is estimated to be up to 6 months. The actual install shall be less than 30 days (if feasible), and at least half of the trainer shall remain full mission capable during the refresh. Please address these restrictions in your capability statement Small Businesses are encouraged to identify if they are interested in being a prime or subcontractor for this effort. If interested as a prime, be sure to address all required capabilities identified above. If interested as a subcontractor, please specify which area(s) your company is interested/capable of providing support. If necessary, provide pro/con rationale of consolidating the two contracts into one. Brevity of extraneous information is desired. The proposed contract is anticipated to include tasking that would be subject to FAR Part 12- Acquisition of Commercial Items. The results of the sources sought synopsis will be used to assist in the determination of an acquisition strategy, if it is determined that this requirement will be an unrestricted competition, the government intends to evaluate the small-business responses and conduct further market research to identify a subcontracting goal. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Joseph Willdigg, in either Microsoft Word or Portable Document Format (PDF), via email at joseph.willdigg@navy.mil.
