Description
Notice of intent to use a brand name product. The Naval Facilities Engineering Command, Pacific (NAVFAC Pacific) is performing a market survey to determine if other potential sources of supply can provide a Supervisory Control and Data Acquisition (SCADA) system compatible with the existing Navy Potable Water SCADA system in Guam. The existing SCADA system is a custom programmed and built system utilizing Rockwell Automation software with Allen-Bradley Programmable Logic Controllers (PLCs) to monitor and control the potable water system. The software package is a graphical display and control package that operates on a standard commercial Windows PC machine. The sources sought shall be capable of the following as a minimum. 1. The modified or new SCADA components shall be technically and operationally compatible with the existing Navy Potable Water SCADA system. 2. The modified or new SCADA components shall have full communication compatibility with the existing control system. The existing control system is a ControlLogix or CompactLogix processor. 3. The new controller shall communicate via Ethernet IP via integral protocol port without requiring a third party device or additional programming. 4. The system shall have support of state-of-the-art and user-friendly human-machine interface (HMI) and control software. 5. The programmable automation controller (PAC) shall have 600 kB (or 1, 2, 3, 4, 5, 8, 10 MB) of user memory. 6. The programming software shall run on Windows Server 2008 R2, Windows Server 2012, Windows Server 2012 R2, Windows 7, and Windows 8, and the programming languages shall be: a. IEC 61131-3 compliant ladder diagram (LD). b. Structured text (ST). c. Function block diagram (FBD). d. Sequential function chart (SFC). 7. The distributed control system ™s network shall use Ethernet-based supervisory communication. 8. Controllers, network media, and adapters shall support enhanced redundancy on Ethernet/IP networks. 9. The installer shall integrate modified or added components with the existing SCADA system such that components shall have permanent communications paths to the SCADA system server at Navy Water Treatment Plant control room. For reference, the existing SCADA hardware components at the Navy Water Treatment Plant are as follows: a. PLC: Allen-Bradley ControlLogix PLCs 1756-L71 with Redundant Backup (Programmed with Studio 5000 Logix Designer v 24.01) b. PLC Remote I/O: Allen-Bradley Point I/O 1734-AENTR c. Servers: Simplivity CN-1400 Rack-mounted Server Computers For reference, the existing SCADA software components at the Navy Water Treatment Plant are as follows: a. Physical Machine Server Operating Systems: VMWare ESXi 6.0 b. Virtual Machine Server Operating Systems: Microsoft Windows Server 2012 Datacenter R2 (64-Bit) c. Operator/HMI Client Operating Systems: Microsoft Windows 8.1 Professional (64-Bit) d. HMI Servers: Rockwell FactoryTalk View SE Server (100 Display) e. Historian Server (HIS): Rockwell FactoryTalk Historian SE 5.0 (5000 Tags) f. Domain Name Servers (DNS): VMware Tools (9.4.10) g.
