- Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award the following immunochemistry Cost-Per-Test (CPT) program to Roche Diagnostics Corporation, consisting of the following items and services, as a sole source procurement: 0001: Equipment Rental, Training and Maintenance Services (Costs of Services may be Included in the Reagents in the CPT Program), in Accordance with the Attached Statement of Work (see attached), Unit of Issue: MO, Qty.: 12 0001 AA: Equipment Rental/Lease, Molecular Diagnostic Analyzer, COBAS 6800/8800, or equal; Operation/Service Location: VA North Texas Health Care System, Dallas, TX 75216 0001 AB: Training: Contractor shall initial on-site training and annual contractor site training 0001 AC: Equipment Maintenance Services; Standard Services Include 24/7 Telephone Support, On-site Maintenance Services (Monday thru Friday, 8:00 AM to 4:00 PM) within 48 hours, Annual Preventative Maintenance Service, Parts, Labor & Travel and Software Upgrades. 0002: CPT; Reagents, Controls and Consumable Supplies, Quantity: (Estimated Annual CPT) with the following reagents; HCV, HBV and HIV. Options: (Line Items 0001 0002), Period of Performance: YR, Quantity: Four (4) This notice is not to be considered a request for quotations or proposals. No contract will be awarded based on offers received in response to this notice; however, all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 5 days from the publication of this notice, a sole source award will be made with Roche Diagnostics Corporation without any further notice. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 8.405-6, Limited Sources. Notice: the POC for this notice does not have a Federal Business Opportunities registration account. The POC does not have any visibility to the Interested Vendors List tab within the notice.
