Description
The Mid-Pacific Region of the Bureau of Reclamation intends to issue a Solicitation for a firm fixed-price contract for Shasta Dam Crest Vehicle Barriers. This procurement is set-aside for Service Disabled Veteran-Owned Small Business, and will be an Invitation for Bid (IFB) using FAR Part 14 Sealed Bidding procedures. The work to be performed is described below. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard is $36.5M. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is between $500,000.00 and $1,000,000.00. This procurement will require a bid guarantee and 100% performance and payment bonds. Work is located at Shasta Dam, Shasta California. PRINCIPAL COMPONENTS OF WORK: A. Demolition of four (4) existing pop-up vehicle barriers along Crest Road, to include the removal of metal covers, stop chains, and conduit. Infill void with concrete and abandon remaining foundation in place. B. Demolition of two (2) existing bollards. Saw-cut flush with adjacent asphalt and abandon foundations in place. C. Demolition of all electrical components associated with removal of pop-up barriers. D. Furnish and install four (4) new M50 crash-rated swing-arm gates. Gates shall be HySecurity StrongArm Crash hydraulic gates (https://www.hysecurity.com/operators- accessories/barrier-arm-gate-operators/strongarmcrash/) or approved equal. E. Furnish and install lane striping at swing-arm gates. F. Furnish and install all electrical components necessary to operate new barrier gates. G. Furnish and install control panel at guard houses. H. Integrate all control devices into the existing access control system. I. Furnish and install forty-four (44) guard posts. J. Furnish and install all electrical components necessary for recommissioning non- functioning security devices, located in the pedestals adjacent to the guard house, if Schedule B work is accepted by CO. K. Repair of existing striping, curbs and gutters affected by installation of new gates, guard posts and electrical conduit. Solicitation 140R2019B0007 will be posted electronically via www.fedbizopps.gov on or about July 10, 2019. The date for receipt of bids will be approximately August 9, 2019. The solicitation must be downloaded at the above website; no paper copy of this solicitation will be distributed. Prospective contractors MUST be actively registered in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for award. Contract performance period is expected to be 205 calendar days from Notice to Proceed.
