Description
PERFORMANCE BASED WORK STATEMENT WATER TREATMENT FOR BOILER PLANT AND CHILLER PLANT 1. GENERAL: Provide service calls every 30 days by a qualified representative, who will make on-the-spot analysis of all systems. A written report will be submitted outlining results as found and pointing out changes as may be desirable. Vendor to check all systems, including installing and monitoring corrosion coupons as needed for corrosion analysis of the different condensate, chill water, hot water, and condensing water return systems. Vendor s representative will be responsible for on-going training to the Boiler Plant and Chiller Plant operators to ensure proper daily testing requirements and proper chemical feeding requirements. Vendor to check and monitor the duplex water softener system for proper operation during each visit. Vendor to check and monitor the automatic blowdown controllers on all three (4) boilers, five (5) Chillers and two (2) cooling towers during each visit. Vendor is to also check calibration of blowdown controllers and adjust as necessary. This service is provided for the Department of Veterans Affairs, William Jennings Bryan Dorn, VA Medical Center, 6439 Garners Ferry Road, Columbia, South Carolina 29209 2. BACKGROUND: The WJBD VAMC is a 216-bed facility, encompassing acute medical, surgical, psychiatric, and long-term care. The hospital is located in Columbia, South Carolina and provides primary, secondary, and some tertiary care. Annually, the medical center serves approximately 65,000 patients. Satellite outpatient clinics are located in Anderson, Greenville, Florence, Orangeburg, Rockhill, Sumter, and Spartanburg, South Carolina. 3. PERIOD OF PERFORMANCE: Base Period: 1 OCT 2019 -- 30 SEP 2020 Option Year 1: 1 OCT 2020 30 SEP 2021 Option Year 2: 1 OCT 2021 30 SEP 2022 Option Year 3: 1 OCT 2022 30 SEP 2023 Option Year 4: 1 OCT 2023 30 SEP 2024 4. PLACE OF PERFORMANCE: Dorn VA Medical Center, Columbia, SC 5. DAYS AND HOURS OF OPERATION: Monday Friday, 8:00 a.m. to 4:30 p.m. excluding federal holidays. 6. EQUIPMENT DESCRIPTION: (3) 600 HP water tube boilers (1) 400 HP water tube boilers (2) 750-ton chillers (2) 500 ton chillers (1) 250 ton chiller (2) cooling towers 7. PERFORMANCE REQUIREMENTS: Vendor will provide a full-service chemical treatment program for the hospital chiller plant and boiler plant consisting of the following: Vendor shall furnish the following materials and services for all chilled, hot water, condenser water loops, two each cooling towers, condensate return lines, steam lines and boilers at the WJBD Veterans' Medical Center, Columbia, SC 29209 for the period October 1, 2019 thru September 30, 2024, presuming all option years are exercised: 1. Furnish water treatment chemical formulations and micro biocides designed to prevent the deposition of mineral scale, fouling by organic growths, and control corrosion of ferrous and non-ferrous metals to within industry acceptable limits. All formulations will be approved for the intended use by local, state and federal agencies where applicable. Chemicals to be used are (a minimum of): A. Scale and corrosion inhibitor. B. Primary biocide must control biological growth and maintain cooling tower free of algae. C. Alternate biocide additional chemicals may be necessary at the vendor's discretion to properly provide for adequate protection. 2. Furnish water testing reagents as required. 3. Provide service calls every 30 days by a qualified field representative who will make on-the-spot analyses of all systems to include installing and monitoring corrosion coupons, monthly dip slides to monitor biological activity and tower ph value. Tower will be inspected monthly and all water samples will be taken at the tower. A written report will be submitted outlining concentrations as found and pointing out changes that may be desirable. 4. Vendor will be required to maintain tower ph values to within industrial acceptable limits. 5. Vendor will maintain cooling tower bleed control that will monitor and control tds within industrial acceptable limits. 6. Furnish and service storage tanks for scale and corrosion inhibitor and primary biocide. Tanks shall be spill proof and include a visible level gauge. Vendor will maintain fill levels and VA personnel will have no contact with chemical products. 7. Vendor shall furnish water treatment chemical formulations to prevent calcium carbonate and sulfate scale and sludge deposits in two (2) water tube steam boilers and one (1) fire tube steam boiler to insure steam purity, to improve heat transfer, and control oxygen corrosion throughout the whole system at the WJBD VAMC 6439 Garner s Ferry Road, Columbia, SC, 29209 for the period of 1Oct 2019 through 30Sept 2020. Furnish water chemical formulations for the control of corrosion in condensate return systems to within industry acceptable limits. All formulations will be approved for the intended use by local, state, and federal agencies where applicable. Chemicals to be used are (a minimum of): A. Liquid alkalinity builder B. Liquid phosphate polymer C. Liquid sludge conditioner D. Liquid steam and condensate return treatment that must protect against carbonic acid and oxygen attacks (FDA approved for hospitals). E. Liquid boiler feed water oxygen scavenger. Additional chemicals may be necessary at the discretion to properly provide for adequate protection. 8. Furnish all water testing kits, tubes, and reagents as required. 9. Provide service calls every 30 days by a qualified representative, who will make on-the-spot analysis of all systems. A written report will be submitted outlining results as found and pointing out changes as may be desirable. Vendor to check all systems, including installing and monitoring corrosion coupons as needed for corrosion analysis of the different condensate return systems. Vendor s representative will be responsible for on-going training to the Boiler Plant operators to ensure proper daily testing requirements and proper chemical feeding requirements. Vendor to check and monitor the duplex water softener system for proper operation during each visit. Vendor to check and monitor the automatic blowdown controllers on all three (4)boilers during each visit. Vendor is to also check calibration of blowdown controllers and adjust as necessary. 10. Vendor to furnish and service chemical storage tanks for each application needed. Tanks shall be spill proof and include a visible level and mark to show when tank needs refilling. Vendor will maintain fill levels on each tank and VA personnel will have no contact with the chemical. The chemical metering pumps for the pumping of the chemicals shall be electric driven. 11. Vendor is to understand that chemicals to be injected are to be injected at the following points: A. One injector on the side of the deaerator tank (DA). B. One retractable injector into main steam line just after the main steam manifold header. C. One injector each for each feedwater pump (2). 12. Vendor is to be listed on the GSA Federal Supply Schedule under chemicals and chemical products as water treatment chemicals for heating and cooling systems and boiler fuel oil additives and service. Reference FSC Group 68, Part V, Sections B and C, FSC classes 6810 and 6850. 13. Vendor to follow the following executive orders: A. Executive order 12902 Energy efficiency and water conservation at federal facilities (3/8/94). B. Executive order 12873 federal acquisition, recycling, and waste prevention (10-20-93). C. Executive order 12856 Federal compliance with Right-to-know laws and pollution prevention requirements. 14. Vendor is to be available during internal boiler inspections by a qualified boiler inspector to answer questions or conditions found by the inspector. Vendor can inspect conditions prior to or during internal inspections of boilers. Vendor to provide a written report with conditions found and recommendations to solve problems found. 8. CONTRACT PERFORMANCE MONITORING: The government reserves the right to monitor services in accordance with the Performance Based Matrix, Quality Assurance Surveillance Plan (QASP). 10. INVOICES: Payment will be made upon receipt of a properly prepared detailed invoice, prepared by the Contractor, validated by the Contracting Officer s Technical Representative (COTR), and submitted to VA FSC, P. O. BOX 149971, AUSTIN, TX 78714. A properly prepared invoice will contain: Invoice Number and Date Contractor s Name and Address Accurate Purchase Order Number Supply or Service provided Date of Service Total amount due 11. RECORDS MANAGEMENT LANGUAGE FOR CONTRACTS The following standard items relate to records generated in executing the contract and should be included in a typical Electronic Information Systems (EIS) procurement contract: Citations to pertinent laws, codes and regulations such as 44 U.S.C chapters 21, 29, 31 and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228. Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. The Government Agency owns the rights to all data/records produced as part of this contract. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data. Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [draft, final, etc.]. No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules. Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under, or relating to, this contract. The Contractor (and any sub-contractor) is required to abide by Government and Agency guidance for protecting sensitive and proprietary information.
