- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 238160, Roofing Contractors, and the small business size standard is $15.0M. Project magnitude is between $250,000 and $500,000. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Description of Services Project #: 612A4-19-011 - This project is a second application of a hot applied rolled asphalt shingle over existing roofing system located on the roof of Bldg. 649. The contractor will remove all debris on the rooftop prior to start of work. This new roofing system shall be a hot applied roofing system and new stainless steel sheet metal top caps at all perimeters. This contract will include reusing existing cricket and drainage system. Contractor shall provide design layout showing all equipment located on the roof and all drainage locations. It is the contractor s responsibilities to field verify all equipment locations and create a design layout of the roof system. The existing roof covers approximately 11,000 square feet including the rolled up roofing to parapet roof caps. The contractor shall include all new expansion joint material and redo the expansion roofing between 647 and 649. The contractor shall replace 10 new roof drains in support of this project and the re-use of the existing drain piping. The contractor shall replace all existing roof drains from the roof to the first pee trap. The pee trap shall also be replaced as part of this scope. The roof drain replacement and installation of the new drains shall be completed over weekends only due to needed access inside the building. All new drains include a drain strainers and clamp rings. The contractor shall also replace all pipe boots and conduit boots. Contractor shall provide all new conduit and pipe boots. Contractor shall replace all parapet caps, column caps and metal wall panel covers with stainless steel to match existing. There is approximately 600 LF of parapet capping to be replaced. The contractor shall repair corners of the stainless steel caps for equipment with epoxy type Volucum material along with stainless steel corners after installation of the new roofing system. Contractor shall seal all flashing to provide water tight roofing system. The contractor shall also provide 1,000 sq. ft. of walking mats, locations to determine by COR. Please see drawing A in reference to where all work in this location shall be performed only on Saturday and Sunday. The contractor is responsible for managing a schedule of installation that eliminates the risk for damage due to weather; the contractor will need to provide protection to the building if weather were to become a factor. Equipment drains will need to be re-addressed by the contactor to ensure they drain appropriately with the new roofing system. The contractor shall replace all piping supports on the roof with rubber base unit-strut fasteners. The contractor shall provide a 3rd party roofing inspector with at least 5 years of experience to perform inspections with manufacturers representative prior to, during, and after installation of new roof or as required for manufacturers roof warranty. The duration of this project is 150 calendar days after the Notice to Proceed (NTP) is issued. (g) Anticipated Teaming Arrangements (if any) (h) List of Projects (Government and Commercial) that are similar in scope and size, including SF of project (i) Average price per square foot for each project identified under paragraph (h) above, using the total modified value of the contract Interested parties shall not submit more than 10 single-sided, type-written pages using 12-point font or larger. Published literature may be any number of pages. The Government will use this information when determining its business type decision.
