- Request for Information Enterprise Testing Service Support Services Request for Information Enterprise Testing Service Support Services June 25, 2019 Introduction: This is a Request for Information (RFI) only issued for the purpose of conducting market research. Accordingly, this RFI constitutes neither a Request for Proposal (RFP) nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any services described herein. Do not submit a Proposal. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals or quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or, reimburse expenses incurred for responses to this RFI. The information provided may be used by VA in developing its acquisition strategy and Performance Work Statement (PWS). Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. This is a request for information and does not obligate the Government in any way, nor does it commit the Government to any specific course of action. The VA Office of Electronic Health Record Modernization (OEHRM) Program is the program executive office charged with the preparation, deployment, and transition to a new electronic health record (EHR) within VA. The program will ensure that the process of deploying the new EHR is done in a manner that meets VA needs and supports seamless healthcare to Veterans and qualified beneficiaries. The Test and Evaluation (TE) program within the Office of Electronic Health Record Modernization (OEHRM) manages and oversees the execution of the test and evaluation activities across the EHRM program and products. The TE community is comprised of TE, Chief Medical Office Test (CMOt) resources, IOC site users, and the Cerner Test & Quality Assurance (T&QA) team all who are involved at various points across the testing lifecycle. The resources delivering these services are a mix of EHRM TE VA resources, EHRM TE contractor services, Office of Information and Technology (OIT) Enterprise Testing Services (ETS) government resources and Enterprise Testing Service Support Services (ETSSS) resources from this contract. There are three major areas of test and evaluation that make up the IOC test and evaluation work to be completed before go-live at the initial three medical centers and their treatment facilities: Cerner Test & Quality Assurance Functional & Non-Functional Test, OEHRM EHRM Test & Evaluation Risk Based Enterprise Test, and Chief Medical Office User Functional Test. The IOC test components are described in detail in the OEHRM Test Evaluation Program Plan. ETSSS Contract provides services for the Enterprise Test activities & support services for CMO User Functional Test and resources providing services that work closely and collaboratively with the Cerner Test & Quality Assurance team to ensure an integrated approach and schedule for the OEHRM Test and Evaluation lifecycle. Enterprise Portfolio Management Division (EPMD) under the VA Office of Information and Technology (OIT), Enterprise Program Management Office (EPMO), manages portfolios central to OIT Enterprise Strategy by integrating OIT programs and projects into four business-focused portfolios (1. Health, 2. Benefits, Appeals, and Cemeteries, 3. Corporate, 4. Enterprise Services) supported by an applications management office to cultivate VA s software development, testing, and 508 efforts. Enterprise Testing Service (ETS) is a member of application management. As the VA champion for IT quality and testing, ETS provides test environments and services enabling Electronic Health Record Modernization (EHRM) and OIT program and project managers to deliver and deploy stable, high quality information technology solutions on-time and within budget. The Government is looking for a Contractor to provide support in the areas of test and evaluation for of COTS and in-house VA developed software, COTS Integration with VA Legacy & External systems, (to include performance and system-of-systems integration testing); large data migration validation for a COTS Electronic Health Record implementation which includes migration into the Cerner Health Intent longitudinal record/analytics engine as well as the Cerner Millennium solution suite; infrastructure, environments, and operations of the ETS Test Center (ETSTC) and ETS cloud; and continuous quality process management support. ETS requires specific services during the period of performance to support all areas of daily operations. This work includes testing VA applications in support of VA modernization initiatives, including but not limited to EHRM, Financial Management Business Transformation, Defense Medical Logistics Standard Support system, and other Government-off-the-shelf and COTS applications. The required services also involve testing-related activities associated with Legacy VistA (Mumps, Delphi), modernized applications (Java/Oracle, Microsoft.Net/SQL), and other middleware and custom interface and data exchange systems. While ETS may cover any application in this arena, the primary focus is on modernization initiatives, data migration, major system interoperability, and data exchange applications while concurrently supporting testing activities during the transition from VA legacy systems. Note: The nature of this work dictates that a Contractor who provides ETS services cannot be directly or indirectly involved in the development of VA systems/applications being analyzed or tested, as the ability to render an impartial assessment would be compromised if the contractor develops the systems/applications being analyzed or tested. Otherwise, it could create an organizational conflict of interest (OCI) and the validity of test results and ultimately the quality of care provided to Veterans could be compromised. Describe your expertise and experience with VA modernization initiatives such as Electronic Heath Record Modernization, Financial Management Business Transformation (FMBT), Defense Medical Logistics Standard Support (DMLSS) system, and any other Government-off-the-shelf (GOTS) and COTS applications? Describe your expertise and experience with integration/interface testing of VA Health Information Technology Systems such as Master Veteran Index, Enrollment System, Joint Legacy Viewer, eHealthExchange, Vista Imaging (Consolidated VistA Imaging Exchange (CVIX)), Consolidated Mail Outpatient Pharmacy, Laboratory Electronic Data Interchange, or Health Data Repository Describe your expertise and experience with test and evaluation for Health Information Exchanges in support of interoperability between a commercial HIE such as Cerner Commonwell, and multiple federal agencies HIE such as a DoD HIE and Veterans Affairs eHealth Exchange Veterans Health Information Exchange Describe your expertise and experience with test and evaluation of a COTS electronic health record implementation across a national or large (more than 6 facilities) regional Health Care Delivery System Describe your expertise and experience with engineering joint VA/DoD test environments, developing interagency test data and executing interagency test events to meet the needs of interagency / interoperability testing between Defense Healthcare Management Systems Modernization (DHMSM) and VA particularly creation of test patient identities and establishment of patient correlations between Defense Eligibility Enrollment Registration System and Master Veteran Index test environments. Describe your expertise and experience with large scale data validation and data integrity validation required for a large-scale data migration during a new product implementation. As a prime contractor, have you or are you currently performing testing services at the level of complexity and size and scale of VA; and if so, for each reference, provide the agency points of contact, contract number, dollar value, contract vehicle, and a description of the work conducted by your firm? Describe your experience identifying and implementing course of actions on projects that have a compressed/shortened test and evaluation schedule with a fixed delivery deadline. Please provide a summary of your experience with testing in a DevOps model including items such as continuous testing, automated testing. What testing tools are you familiar with, or what testing tools do you think would provide benefit to the testing requirements in the ETS Services PWS? If you are partnering to provide your proposed solution, define and describe the specific roles each partner will carry out (e.g. Project management, test and evaluation, implementation support, Quality Assurance, customer support, etc.). Please provide a labor breakout (labor categories, labor hours) for each task delineated in the PWS. Provide a Rough Order of Magnitude estimate for a 12-month base and four 12-month option periods with firm-fixed-price optional tasks that will cover increased workloads to address surges in requirements, shifts in schedules or unexpected time constraints/compressed schedules for test evaluation activities.
