Description
Justification and Approval for: Other than Full and Open Competition The Boston VA Medical Healthcare System intends to negotiate on a sole source basis pursuant to FAR 6.302 1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements with ExacQvision System or its authorized dealers for the purchase of a Network Video Recorder System as shown below: Performance Work Statement (PWS) 523-19-3-7821-0112 Emergency West Roxbury Police Operations Room VASS Purchase and Installation  Introduction Purchase, install, and make operational a complete Video Assessment and Surveillance System (VASS) for the VA Boston Healthcare System (BHS) at the West Roxbury campus in Building 3, within the Police Operations Room located on the 1st floor in rooms GA-118 and GB-138. The VASS will consist of a new IP Network Video Recorder (NVR) with (8) camera licenses, an additional (92) camera licenses, a VA OI&T approved 48 port CISCO Network Switch, an equipment cabinet, a rack mounted sliding rail kit, a UPS, a 16 channel Video Encoder, a large corner mount LED monitor, a video client server with Windows 10 and a wireless keyboard and mouse, an integrated keyboard and controller, a 22 inch monitor for the video client server and network patch cables and supplies to complete the installation. The system must meet all applicable requirements specified in the VHA directives referenced below for VASS. Background VASS cameras have been installed in areas of the hospital where there s the potential for criminal activity and medical emergencies and the capability to record these activities are essential for the security and safety of the patients, visitors and staff. Scope The Contractor must install a new rack mounted IP Network Video Recorder in the new cabinet for the Police Operations Room. This system will be replacing the existing failed ExacQvision server and the other ExacQvision server, which is failing, with a newer ExacQvision server. The server must be large enough to handle up to 100 IP cameras that are equivalent to the Axis M3007-PV. It must be able to maintain all recordings for up to 30 days with at least 15 frames per second, frame rate. The system must be mounted in a cabinet large enough to accommodate the equipment and provide space for future expansion. The Contractor must install an uninterruptable power supply that can maintain the system during brief power disruptions and generator testing. The Contractor must install encoders to convert any analog cameras to IP and a network switch, which will provide 48 ports of POE power, to power cameras. The Contractor will install a new large corner mount display. This display will be of the same make and model as the new displays in the Security Control Center (SCC) at the Brockton Campus. The Contractor will provide a new client server workstation with a new 22 monitor. The workstation will also include a controller along with a wireless keyboard and mouse. The Contractor will clean up the existing wiring and reroute it into the new cabinet and not leave equipment exposed in the back of the cabinet. The Contractor must remove all the existing equipment and turn it in to the facility for disposal. The Contractor will provide (2) days of trouble shooting and diagnosing any of the existing camera issues once the new servers are installed. The work by the Contractor will be accomplished during normal operating hours. Actual schedule will be determined with the Police Service supervisors at the time of installation. The work by the Contractor will include dust protection measures, if necessary to prevent the introduction of dust into the hospital. The Contractor will take all precautions as required to control dust and not disrupt hospital operations. A safe environment will always be maintained. All procedures will be approved by the Contracting Officer s Representative (COR). The Contractor will be aware that the work area is within and adjacent to an active hospital. Equipment that uses hydrocarbon fuel, flammable fuel and/or produces carbon monoxide exhaust are prohibited from use within the area or where fumes can be introduced into medical center buildings. The Contractor will use either electric or electric pneumatic tools to perform the required work. Per the VA Construction and Facilities Management s Technical Information Library (TIL), Master Construction Specification - Section 28 23 00 - Video Surveillance: The Contractor shall only utilize factory-trained technicians to install, program, and service the VASS. The Contractor shall only utilize factory-trained technicians to install, terminate and service cameras, control, and recording equipment. The technicians shall have a minimum of five (5) continuous years of technical experience in electronic security systems. The Contractor shall have a local service facility. The facility shall be located within 60 miles of the project site. The Contractor shall provide proof project superintendent with BICSI Certified Commercial Installer Level 1, Level 2, or Technician to provide oversight of the project. The cable installer must have on staff a Registered Communication Distribution Designer (RCDD) certified by Building Industry Consulting Service International. The staff member shall provide consistent oversight of the project cabling throughout design, layout, installation, termination and testing. The Contractor will provide a list of the technicians assigned to this project to Lt. James Cowing. The technicians will report to Police Service to be issued a one day BHS Visitor s Pass each day when they arrive on-site and will turn it into Police Service at the end of each day. The BHS Visitor s Pass must always be displayed by the technicians while they are on campus on their outermost garment above the waist. Applicable Directives The following directives provide the required measures and guidelines for this project: VA Handbook 0730/4, Appendix B, Paragraph 1J: VA Handbook 0730, Paragraph 6d(4): VA Physical Security Design Manual for Mission Critical Facilities, Chapter 10.3 VA Electrical Design Manual, Paragraphs 3.4.7 and 7.7.7 PG 18-1, Master Construction Specification 28-23-00, Video Surveillance (following the guidance for Internet Protocol IP cameras) Equipment Specifications: ExacQvision IP08-240T-R4ZL Rackmount 4U recorder with (8) IP licenses (128 max), Professional or Enterprise client and server software pre-installed, 3-year warranty and software updates. ExacQvision 5000 20070 rackmount sliding rail kit for Z series chassis, 26" mounting rail spacing. (92) ExacQvision Professional IP camera License APC SMX2000LVNC Smart UPS 1,800w load capacity. Axis P7216 Axis 16 Channel Video Encoder Cisco WS-C3850-48P-S Catalyst 3850-48P-S Network Switch ViewZ VZ55NB 55" HD 1080p LED slim 5.9mm black metal monitor, DVI/VGA/HDMI/ Component/BNC(4in/1out)/RS-232(1in/1out), 110VAC, Built for 24/7 operation ExacQvision VM Desktop Integrated Keyboard and controller Dell OptiPlex Work station Windows 10 Samsung S22e450D 22" Desktop Computer Monitor for Workstation Logitech MK520 Wireless keyboard and Mouse for Workstation Middle Atlantic WRK-44-32 Equipment Cabinet to properly house equipment Misc. Cables and Supplies. Networking patch cables. Terminations to repair existing camera cables and Supplies required to complete the installation. Labor for Installation, Testing and training Performance Requirements Install, configure, and test ExacQvision IP08-240T-R4ZL Rackmount 4U recorder, APC Smart UPS, Axis P7216 Axis 16 Channel Video Encoder and a Cisco WS-C3850-48P-S Catalyst 3850-48P-S Network Switch. Includes, IP address assignment, configuration, and applicable firmware update(s) Install, configure and test the Dell OptiPlex Work station Windows 10 Client Video Server, the Samsung S22e450D 22" Desktop Computer Monitor for Workstation, the Logitech MK520 Wireless keyboard and Mouse for Workstation and the ViewZ VZ55NB 55" HD 1080p LED slim 5.9mm black metal monitor, DVI/VGA/HDMI/Component/BNC(4in/1out)/RS-232(1in/1out), 110VAC, Built for 24/7 operation. Install, configure and test all required cabling and connections. Configure all camera archives and pre-defined camera views Test all cameras and the systems Provide test and acceptance in accordance with customer provided provisions Provide (6.0) one-hour hands on training and system review with customer. The training schedule will be coordinated with the West Roxbury Police supervisors and Lt. Mark Chadwick, the Training Coordinator. Training will include step-by-step instructions on the utilization of all features of the VASS functionality, as well as Basic System Troubleshooting. Any applicable training material will be provided to the Government in both paper and soft copy. The Government shall retain the right to duplicate and distribute the training material for future training purposes. Dispose of waste and debris in accordance with NFPA 241. BTW will also remove and properly dispose of all waste/debris generated off site daily, as necessary to maintain a safe work environment throughout the performance period and at job completion. Will not utilize the BHS dumpsters and will remove all trash and debris and dispose of it properly. All removal and disposal work will be performed in a safe and legal manner. Will in no manner affect the Utilities Services of the BHS. Period of Performance is 30 days. Deliverables The Contractor will schedule a walk through the Police Operations Room with Lt. James Cowing, VA Physical Security Specialist, Lt. Douglas McArthur, West Roxbury Police Operations Supervisor and Jeffrey Kielpinski, VA Electronics Technician, prior to commencing installation, to determine the exact placement of the equipment. Upon completion of the work, a review of the system will be conducted by the Contractor with the above listed personnel for commissioning purposes. The Contractor will provide paper and electronic copies of the schematic drawings to Engineering Service. The Contractor will provide all the manuals and operating instructions for the system to Police Service.  Warranty WARRANTY OF CONSTRUCTION: Warrant VASS System work subject to the Article Warranty of Construction of FAR clause 52.246-21. Contractor will provide any OEM pass through warranty and standard commercial warranties applicable to the products being purchased at no cost. All hardware and software from ExacQvision includes a standard 3 year warranty. All cabling will be warranted for one (1) year This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest, accompanied by supporting literature, to the Contract Specialist no later than 07/01/2019 at 2:00 p.m. Responses should be sent to Mary.Bosch@va.gov. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
