Description
Notice of Intent to Sole Source - 140R3019Q0079 - Public Safety Radio Access for Hoover Dam This solicitation is being advertised as a noncompetitive sole source solicitation, because there is only one responsible source and no other supplies or services will satisfy agency requirements. The Bureau of Reclamation has a requirement for the Hoover Dam Security Response Force to obtain access to the 800 MHz Public Safety Radio Communications (and interoperability) Service in the Hoover Dam Security Zone in order to perform its mission to protect the facilities and the people who work or visit the historic Hoover Dam. The 800 MHz radio spectrum is dedicated to local government public safety operations by the FCC (Federal Communications Commission). There is currently no service at the site. The Southern Nevada Area Communications Council (SNACC) is the only entity that can expand the service area and provide service access to the expanded area. The NAICS for this action is 515111, Radio Networks, which has a small business size standard of $32.5 million. Award is anticipated in July 2019. The resulting contract will be a Firm-Fixed Price type contract for a one-time buy-in fee to expand and obtain access to the public safety radio signal in the local area. All responsible sources may submit a quotation, capability statement, proposal, explanation and evidence as to how your company will provide access to the public safety radio and also supply and maintain all equipment that is otherwise proprietary by Sunday, July 14, 2019, which shall be considered by the agency. The contract award information will be posted on the Federal Business Opportunities (FBO) website at http://www.fedbizopps.gov. The justification for Other Than Full and Open competition will be made available for public inspection as required by FAR 6.305.
