- ***NOAA'S ACQUISITION & GRANTS OFFICE, WESTERN ACQUISITION DIVISION-BOULDER, NATIONAL MARINE FISHERIES SERVICE (NMFS), WEST COAST REGIONAL OFFICE (WCR), INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH THE UNIVERSITY OF CALIFORNIA DAVIS (UCD) FOR PHASE I TO DEVELOP A STUDY EVALUATION PLAN (SEP) FOR THE SWIMMING CAPABILITIES AND BEHAVIORAL TRAITS OF ADULT AND JUVENILE NORTH AMERICAN GREEN STURGEON. ***The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA's) requirement for access to these green sturgeon. At present, no fishery permits directed take or retention of green sturgeon, regardless of the DPS origin, with the exception of the Yurok Tribe fishery for nDPS green sturgeon in the Klamath River (see NMFS 2015 for more detail) requirements (NMFS 2018 GS recovery plan). The Department of Wildlife, Fish & Conservation Biology at the University of California Davis (UCD) has a partnership with the Yurok tribe that dates back prior to 2009. The Yurok tribe have donated several nDPS adults that allowed the UCD research team to spawn the fish and develop the only known nDPS broodstock in the world. UCD's research team manage this nDPS broodstock which they utilize for research opportunities. Due to UCD's partnership with the Yurok Tribe, they are the only scientific research facility that have both the experience, expertise, nDPS broodstock and specialized equipment necessary to work with NMFS to develop the research study, understand the protocols needed to handle the fish and also to implement the experimental procedures needed to access this unique species swimming performance and needs. Period of performance is 9 months from date of award.
