- N00164-14-D-JQ28 - SOLE SOURCE -Test Teardown and Evaluation (TT&E) and Repair of High Energy Converter (HEC) and Associated Repair Components and Test Equipment- NAICS 335311. FSC Code: 5999 Issue Date 6/25/2019 close 7/25/2019 Naval Surface Warfare Center (NSWC) Crane has a requirement for repair of High Energy Converter (HEC), supporting repair components, associated specialized test equipment and the Test Teardown and Evaluation (TT&E) of the HEC. NSWC Crane Division intends to award a five (5) year, Firm-Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract modification to: GE Aviation's System; DBA: GE Aviation 125634019; 2705 Gateway Drive, Pompano Beach, FL 33069-4323. This effort will be conducted on a sole source basis in accordance with the statute authority 10 U.S.C. 2304(c)(1) as implemented by FAR - 6.302-1. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition and the unacceptable delays in fulfilling the agency requirement through any other source. The FOB point shall be FOB destination: NSWC Crane. Inspection and acceptance will be at destination. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract modification based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It has been determined that GE Aviation is the only source capable of meeting this requirement.
