- Statement of Work Purchase of a Turn Key Portable Fire Tube Boiler Central Texas VA Health Care System Olin E. Teague Veterans' Medical Center Temple TX & Doris Miller VA Medical Center, Waco, TX Scope The Central Texas VA Health Care System requires the Purchase of a Turn Key Portable Fire Tube Boiler rated a minimum of 24,000 LBS/H (Pounds of Steam per Hour) to supplement current boiler capacity and provide alternate source of steam and heat generation. The vendor shall be responsible for the delivery, set-up, training, and operational test the Turn Key Portable Fire Tube Boiler. The contractor shall be familiar with all the terms, conditions, and requirements within this contract. The Purchase of the Turn Key Portable Boiler and auxiliary equipment rated a minimum of 24,000 LBS/H (Pounds of Steam per Hour) does not involve connectivity of a device/system to the VA computer network and does not involve sensitive VA data. Project Requirements Provide a fully piped and wired functional Turn Key Portable Fire tube boiler rated a minimum of 24,000 LBS/H (Pounds of Steam per Hour) houses inside one mobile trailer. 24,000 Package Firetube Boiler. The packaged unit should contain the following but not limited to the list below. Low NOx Burner with VFD Drive Double flat glass sight glass Gas Pressure Regulator Control Panel with external data cable (and computer software Valve Trim (header, safeties, blowdown, etc.) Chemical Feed System Blowdown Separator with Aftercooler, and automatic tempering valve Sample Cooler & Sink Interior Lighting and exterior lighting for safe operation 120 VAC Stack (Attached) Provide steps with handrails to boiler deck for safe operation (Removal) Emergency push button wired into the 120vac wired into boiler limit circuit. External alarm horn and red strobe light Operating Manuals (SOP) Mobile trailer must have the following external connection capabilities. Fuel Consumption: Natural Gas: 24,000 SCFH @ with regulated #2 Oil: 300 GPH Connection Sizes: It is the vendors responsibly to verify connection size. Main Steam: FLG Natural Gas: FLG #2 Oil Supply / Return: NPT Auxiliary Feedwater: NPT Blowdown / Drain: FLG Make-up Water: NPT Electrical Power Service Requirements: 240 VAC, 3 ph, 120 VAC Boiler shall be dual fuel able to run on Natural Gas or #2 Fuel Oil Boiler to meet VA Low NOX emissions standards Boiler Must be VA complainant in accordance with following VHA DIRECTIVE 1810 VHA Boiler Plant Safety Device Testing Manual ASME Boiler Code Contract Requirements The vendor will provide all project requirement documentation to COR for his review. Provide the supervision, manpower, tools, materials, equipment and certifications to manufacture and deliver a Turn Key Portable Fire Tube Boiler following manufacturers guidelines and ASME Boiler Code to the Olin E. Teague Veterans' Medical Center Temple TX or Doris Miller VA Medical Center, Waco, TX. Provide a Turn Key Portable Fire tube boiler rated a minimum of 24,000 LBS/H (Pounds of Steam per Hour) houses inside one mobile trailer. This unit must have Boiler Inspection documentation from State Fire Marshal (state of origin) and National Board Boiler Inspector prior to delivery. Provide the project engineer or COR with an estimated delivery date Deliver fully wired and piped functional Portable Fire tube boiler rated a minimum of 24,000 LBS/H (Pounds of Steam per Hour) houses inside one mobile trailer. All equipment and materials listed in Project Requirements will be fully functional. Provide Onsight training for all connections from trailer to VA Boiler plant, and all start up procedures via plant SOP. Conduct safety testing in accordance with VHA Boiler Plant Safety Device Testing Manual. All deficiencies will be documented and corrected by delivery vendor. All work shall meet all required codes and standards. All required contract works completed will be reviewed by Project Engineer or COR prior to accepting and approving contractor application for payment.
