Description

The Billings Area Indian Health Service intends to award a non-competitive sole source contract under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements to Standard Plumbing and Heating Controls, 10419 East Trent Spokane, Washington 99206. The intent of the project is to upgrade the current Automated Logic Control system cards at the Fort Belknap Service Units, which services two (2) health centers: Fort Belknap Clinic and Hays Health Center in Fort Belknap and Hays, Montana. The control system controllers and sensors are near the end of their useful life and require upgrades to be supported and compatible with the technology. The Contractor shall be responsible for all design, installation, programming, graphics, testing, and commissioning of an upgraded equipment. The company shall include the replacement of the existing outdated controllers, sensors, and routers with new updated equipment. The project will install new ZN141A ALC controllers (125), ZS2PL room sensors (129), ZN551 ALC controllers (4), G5CE Gateway (2), and provide the graphics, programing and testing for the new controllers. The installation is to use the existing communication wiring and mount the new equipment in the existing location. This is not a request for competitive proposal and no solicitation is available. Firms that believe they can provide the service are encouraged to identify themselves and give written notification within 15 days of the publication date of this notice. A determination by the Government not to compete this action is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining to conduct a competitive procurement.
