- The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to acquire services pursuant to the statutory authority permitting other than full and open competition, 41 USC 1901(e)(2) - a sole source acquisition under the special rules for commercial items, as implemented by Federal Acquisition Regulation (FAR) 13.501(a). The proposed acquisition will provide Center for Information Warfare Training (CIWT) Pensacola, FL with support for its Water Front Training Delivery (WFTD) Program. CIWT has a requirement for advanced technical training of shipboard communication and network systems, including the newest installations of Consolidated Afloat Networks and Enterprise Services (CANES), Integrated Shipboard Network System (ISNS), Automated Digital Network System (ADNS), Combined Enterprise Regional Information Exchange System (CENTRIXS), among others. System-specific subject matter experts (SMEs) with instructor credentials, cybersecurity certifications, and in-depth systems experience are required to instruct CIWT ™s most advanced IT-rating courses and to provide a wide range of technical support necessary to setup, troubleshoot, repair, and baseline racks of technical training equipment (TTE) and software integrated within the instruction of each course. SMEs provide technical expertise and recommendations to CIWT and its subordinate commands regarding course curriculum and related TTE and software issues. SME support may include contractor participation with CIWT in Requirements Sponsor, Resource Sponsor, and Systems Command stakeholder meetings regarding course revisions, TTE upgrades, system virtualization and other initiatives. SMEs must be current in each system ™s architecture, ship specific system installed variants, fleet casualty reports and other system hardware and software faults to respond to CIWT ™s technical information needs as well as answer the broad spectrum of questions posed by students already assigned or reporting to ships with advanced technical CANES and fleet communications systems. Instructor SMEs provide CIWT ™s subordinate commands critical continuity for course instruction, TTE system administration and use, and troubleshooting support, to include supporting the training and qualification of military instructors. Contractor SME technical support and course instruction is required at CIWT in Pensacola, FL, and its subordinate Information Warfare Training Commands/Sites (IWTC/S) including IWTC Virginia Beach, IWTS Groton, and IWTC San Diego, with mobile training provided at IWTS Hawaii and Rota, Spain. The proposed acquisition is for services, which the Navy intends to solicit and negotiate with only one source. Science Applications International Corporation (SAIC) of Reston, VA, the incumbent provider under current task order N0017804D4119EX08 is considered the only source with the necessary institutional knowledge, technical expertise, and personnel resources to provide the required services. All other responsible sources may submit concise documentation for consideration regarding their ability to provide the required services. The acquisition will be conducted under the provisions for commercial items in accordance with Federal Acquisition Regulation (FAR) Part 12. A firm fixed price purchase order is anticipated to satisfy this requirement. The anticipated period of performance for this action will be 12 months, starting 01 October 2019 through 30 September 2020. This synopsis is NOT a request for competitive proposals. A determination by the Navy not to compete the proposed contract action based upon responses to this synopsis is solely within the discretion of the Navy. Furthermore, no award will be made on the basis of information received in response to this notice and the Navy will not pay for any information provided. Information received will normally be considered solely for the purpose of determining whether or not competitive procurement is a possibility. If no affirmative written responses advantageous to the Navy are received within fifteen (15) calendar days after publication of this notice, SAIC will be solicited to provide the required services. If this procurement were competed, no additional synopsis would be published and the solicitation document would only be forwarded to the intended vendor and firms that responded to this synopsis.
