Description
NAVSUP Fleet Logistic Center San Diego-Seal Beach Detachment intends to award a sole source contract to order, to New Horizon Computer Learning Group. The Naval Aviation Warfighting Development Center Fallon, NV requires training/certification to incoming NAWDC IT ™s for Linux+, Security+, Cisco, Microsoft, and more. The training will better equip each IT ™s with the ability to troubleshoot not only at NAWDC but also within the fleet. New Horizon Computer Learning, small business, CAGE 31MH6. Contractor shall provide Certification/Training course at Naval Aviation Warfighting Development Center Fallon NV. -New Horizons is a (Microsoft, Cisco, VMware, etc) Authorized Training Provider -Helps to ensure Vendor authorized content and supporting Lab/exercise platforms. -New Horizons provides the Vendor Authorized Curriculum -While normally banned by IT Product Vendors, some, even Authorized Training Partners, will use śgreymarket ť materials to reduce costs and, likely, the content quality and accuracy. -New Horizons provides a Vendor Certified Instructor -Helps to ensure quality of service and a mastery of the concepts and disciplines taught during class. -New Horizons allows students with the ability repeat the class locally, if needed, for either (1) up to 1 year, or (2) until the class version changes-This inclusion helps ensure that in the event they cannot attend the class he/she is scheduled (ill, births, etc.), there is a fall back option allowing them to attend the same class later. These classes can be fairly complex and we find that repeating the class will help to ensure proper knowledge transfer has occurred. -New Horizons provides off-Base classroom facilities to support individual enrollments for training included in the request. -This requirement helps ensure that any group training class is also held in a facility that is conducive to learning. It also eliminates the assumption by a Training Provider that classes can be attended from work or from home in the event the awardee provides virtual training. In nearly all cases, attending a virtual class form a DoD system is futile and it is highly possible that not all Airmen will possess home systems sufficient to support a solid learning environment. -New Horizons provides enough open enrollment classes between the time the contract is awarded and the end of the FY. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The proposed contract action is Sole Source only. In accordance with FAR 5.102, the required justification documentation is attached (See Note 22). This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 9 am 27 2019 PST via email to janet.nunez@navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government. NOTE 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closed date specified herein will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
