- Page 2 of 2 Page 2 of 2 The Department of Veterans Affairs, Network Contracting Office 15 intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Commenco Technology Solutions located at Bristol Ave, Kansas City, MO 64129. Contractor shall provide service for the existing Mid-America Regional Council Emergency Response (MARCER) system for city wide emergency disaster information in the emergency department. MARCER is a radio system used by the ambulance crews while transporting patients to and from hospitals, 24 hours/7 days a week,365 days per year. The equipment is located at the Kansas City VA Hospital. Commenco is the only telecommunications company in Kansas City that is authorized by the Mid-America Regional Council, (MARC), to service and maintain the 9-1-1 emergency call network for the Kansas City Metro Area. Commenco is also the only organization in the Kansas City region that offers the VA Transportation Department, the Motorola Connect Plus, city wide, roaming, radio communications system. The place of performance is for the Kansas City VA Hospital located at 4801 E. Linwood Blvd, BLDG 2 #116 KC, MO 64128. The NAICS code is 811213 with a size standard of $11.0 million. The solicitation number is 36C25519Q0556. This action will result in a Firm-Fixed Price contract with a period of performance of a Base year plus four (4) option years. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement NLT July 5, 2019 at 3:00 PM CST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement, Notice of Intent. If after July 5, 2019, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with Commenco Technology Solutions. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted.
