Haley Veterans Hospital, 13000 Bruce B. Downs Blvd, Tampa, FL, has a requirement for wireless communication devices/badges, batteries, chargers, and accessories. This procurement in in accordance with current life cycle management for devices that have exceeded life expectancy. BACKGROUND: The communications software is used with hands-free communication badges and integrates into our land-line phone systems. Just-in-Time communication and proper clinical alarm notification and escalations are vital elements for safe and timely delivery of patient care for our veterans. Timely clinical alarm and STAT order notifications save lives and minimizes untoward patient outcomes. This requirement has scaled up and is now used across multiple service sections. SCOPE: James A. Haley Veterans Hospital is requesting contractors provide brand name or equal equipment that meets or exceed the physical, functional, and performance of the listed salient characteristics in this section. The communication devices/badges and accessories will be used to support voice communication and clinical notifications. PHYSICAL CHARACTERISTICS: Equipment must have the physical characteristics needed for integration with EarlySense ® Clinical Alarm, Get Well Network Integration, CPRS STAT/PRN Notification, and Rauland ® Nurse Call Integration. Additional physical and salient characteristics include: - Lightweight (2oz maximum weight), wearable design. - A speaker that provides hands-free audio for clear conversation. - Reinforced badge housing that provides durability; - 1 OLED minimum display screen with call button; - Illumination that provides visual indication of call status. FUNCTIONAL AND PERFORMANCE CHARACTERISTICS: Equipment must provide the following functional and performance capability based on industry standards, using recommendations from Nursing Informatics experts, and endorsed by local end-users. Our Office of Information and Technology (OIT), Network Section has evaluated local wireless network infrastructure supporting the currently used badges and reports the older (2015) badge software is insufficient for the newer 5GHz wireless frequency. Additional function, performance and salient characteristics include: - Dual-band that support 2.4GHz and 5GHz Wi-Fi; - 3 hours active battery life, 30 hours standby; - Panic function integrated into call button; - Do-not-disturb button to eliminate interruption. - Place and receive voice calls; voice controlled and virtually hands-free use to allow for continuation of work while communicating; - Receive secure messages with a 256-character limit; - Integrated Acoustic Noise Reduction (ANR) that reduces background conversations and noise interference. - Ability to search for users and groups by voice command. - Multi-user operation (shared device) that allows a badge to be passed to another user at the end of shift, allowing the new user to log into system from the badge and immediately begin using it. Badge replacement with equipment not meeting the physical, functional, and performance characteristics, as well as salient characteristics of brand name will cause users to experience call and notification interference, call jitter, dropped calls, static, and missed alerts. Deviation from the functional and performance characteristics listed in this Statement of Work may also result in loss of patient care improvement opportunities. The government will evaluate information based on the following evaluation criteria: TIERED EVALUATION LIMITED TO SDVOSB OR VOSB This procurement is set-aside based on an order of priority as established in 38 U.S.C. 8127. This solicitation is being issued as a tiered evaluation for SDVOSB concerns, or in the alternative, as a tiered evaluation for VOSB concerns. If award cannot be made, the solicitation will be cancelled, and the requirement resolicited. Upon completion of the tiered evaluation the comparative evaluation procedures will be used in accordance with FAR 13.106-2(b)(3). COMPARATIVE EVALUATION The Government will award a Firm-Fixed Price contract to the responsible quoter using a comparative evaluation. The government reserves the right to select a quotation that provides benefit to the government that exceeds the minimum but is not required to do so. Quoters are advised that quotation may exceed the requirements, but the government is not requesting or accepting alternate quotes; each response must respond to the solicitation requirement. The government will apply the following comparative evaluation process as the basis for award: Assess the direct comparison of one quote with another in a uniform and fair manner to determine which quote provides the government what it needs, where and when in accordance with the Statement of Need (SON) and this Request for Quote. It is an assessment of which response is best as a whole. Once one quotation is found acceptable, it is compared side-by-side to the remaining ones, and the best one is chosen. The following comparative evaluation factors shall be used: - Technical: Each offeror s technical quotations will be evaluated to determine if the offeror provides a sound, compliant approach that meets the requirements of the Statement of Need and demonstrates a thorough knowledge and understanding of those requirements. In addition, the offeror must submit for evaluation specification of brand name or equal items as detailed in the Price/Cost Schedule and Statement of Need. - Past Performance: The Government may rely on internal documentation including the Contract Performance Assessment Reporting System (CPARS) and the Past Performance Information Retrieval System (PPIRS) for determining Past Performance. If no record of past performance is found in PPIRS, the contract shall not receive a favorable or unfavorable rating but shall receive a rating of neutral. - Price: Award will be made to the offeror whose price represents the best overall value and is technically acceptable. Information not contained in a vendor s quote will not be considered during the evaluation. The Government intends to make award selection without clarification but may determine after evaluating submitted quotes that the elements stated in FAR 13.106-2(b)(3) for evaluation procedures are necessary and conduct them as appropriate.
