Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. Past performance will be considered in the selection of the awarded vendor. The United States Coast Guard Surface Force Logistics Center has a requirement for the following: WORK ITEM 1: 58820_JSP_0817_418 WORK ITEM 1: Helo Hangar Door Curtain Assembly, Renew 1. SCOPE 1.1 Intent. Air Capable Ship Aviation Bulletin 1L (2009) 3. REQUIREMENTS 3.1 General. 3.1.1 CIR. The Contractor shall submit a CIR for the inspections listed in the following paragraph: WORK ITEM 1: 3.2.2 (Operational test - initial). 3.1.2 Tech Rep. The Contractor shall provide the services of a certified Tech Rep, who is familiar with the Federal Equipment Co. Model HH3000 Series Helo Hangar door system (i.e. Figure 1) to accomplish the following tasks: • Provide manufacturer's proprietary information, software, and tools pertinent to the equipment/system. • Assist with proper repair methods, and ensure compliance with manufacturer's procedures and standards during disassembly, inspection, repair, modification, calibration, test and reassembly of the equipment/system. 3.1.2.1 Ensure that the Tech Rep is a Certified Representative of Federal Equipment Co. 3.1.2.2 The Contractor shall provide on-site Tech Rep services for following tasks: • Initial Inspection, Operation Test & Door Removal • Door Installation and Final Operation Test 3.1.2.3 The Contractor shall be responsible for providing all required scissor lift, fork lift, and crane services. Due to Base Charleston Pier weight requirements, all equipment will need approval from Coast Guard Civil Engineering Unit - Miami. Current standard allows for up to a 40 ton crane, however barge crane services are available in the area if a larger crane is needed. Contractor will be required to verify with Coast Guard Base Charleston prior to any weight handling operations. 3.1.3 Protective measures. The Contractor shall furnish and install suitable covering to seal off and protect all non-affected surfaces/equipment and spaces in the vicinity of the work area against contamination during the performance of work. Upon completion of work, remove protective material and inspect for the presence of contamination. Clean all equipment and spaces, contaminated due to improper protection, to original condition of cleanliness. 3.1.4 Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the below-listed: WORK ITEM 2: Lighting fixtures. WORK ITEM 3: Electrical wiring. WORK ITEM 4: Storage shelves and racks. WORK ITEM 5: Piping. WORK ITEM 6: Brackets. 3.1.5 Rolling door installation instruction. The generic rolling door (i.e. Weather Tight Hanger and Cargo Doors) installation instruction from Federal Equipments Company is attached at the end of this specification. The Contractor shall use this instruction as guide lines and Tech Rep shall provide all instruction and guidance to renew highlighted parts shown in the Figure 2. 3.1.6 Electrical requirements. The Contractor shall accomplish all electrical work in accordance with SFLC Std Spec 3042, and test cables in accordance with SFLC Std Spec 3041. 3.1.8 Ship Force will provide key of the Control Panel to verify operation of exterior electronic controls. 3.2 Curtain assembly renewal particulars. The Contractor shall accomplish the following while using Coast Guard Drawings Coast Guard Drawing 750 WMSL 169-001 and TP 7181 as guidance. 3.2.1 Tech Rep shall provide services to the Contractor for inspection, renewal of Hanger Door Curtain Assembly components and testing of the Helo Hanger Port and Starboard Doors. 3.2.2 Operational test - initial. Prior to commencement of work, the Contractor shall witness an operational pre-test (by Coast Guard personnel) of the Port and Starboard Helo Hanger Doors in both Normal and Emergency Operation in accordance with TP 7181 to demonstrate existing operational condition. Submit a CIR. NOTE If equipment and/or machinery are inoperable, conduct only a visual inspection 3.2.3 Hangar door curtain system. Remove the curtain door (i.e. Port and Starboard) system assembly which is comprised of the following components: • Curtain (with including horizontal slats, end locks, and roller wind locks). • Safety edge retainer assembly (with cable take-up reel, sheave assembly, and curtain deck dogs) • Door guide assemblies. • Hood assembly. • Barrel assembly (Consists of Barrel, Charging Wheel Assembly, End Plates and Sprocket). • Chain Assembly with Chain Tensor • Cable Reel Assembly 3.2.3.1 Inspection and renewal. Conduct following inspection and renewal of door curtain assembly components of the Port and Starboard Helo Hangar doors with support from Tech Rep. Submit a CFR. 3.2.3.2 Door spring barrel assembly. The Contractor shall remove existing door spring barrel assembly (i.e. Port and Starboard) and renew with GFP door spring barrel assembly in accordance with TP 7181. Barrel assembly is consist of the following parts and is shown in the Figure 3. • Barrel • Charging Wheel Assembly • End Plates • Sprockets • Bearings 3.2.3.3 Hanger door curtain assembly. Inspect all door parts for damage/wear and renew Hanger Door (i.e. Port and Starboard) Curtain Assembly components (i.e. HH3060) in accordance with TP 7181. The Contractor with Tech Rep support shall remove existing hanger door curtain assembly (i.e. Port and Starboard) and renew with GFP hanger door curtain assembly in accordance with TP 7181 and Figure 4. 3.2.3.4 Curtain drive system. Inspect and lubricate the curtain drive system. 3.2.3.5 Hand Crank Assembly and Drive Chain Assembly. Inspect all components of Hand Crank Assembly and Drive Chain Assembly. Also inspect left and right hand guide rail assembly and charging wheel assembly. 3.2.3.6 Electric motor. Perform initial insulation test in accordance with the EASA Standard AR 100-2015 or SFLC Std Spec 3100. Submit a CFR. 3.2.3.7 Door curtain bottom bar assembly. The Contractors shall remove existing door curtain bottom bar assembly (i.e. Port and Starboard) and renew door curtain bottom bar assembly ((i.e. Port and Starboard) with GFP in accordance with TP 7181. Door curtain bottom bar assembly components are shown in Figure 5. 3.2.3.8 Dogging socket. Inspect dogging socket. 3.2.3.9 Chain Tensioner. Inspect chain tensioner components. 3.2.3.10 Control Enclosure. Inspect the control box and limit switches. 3.2.3.11 Exterior electronic controls.. Verify operation of exterior electronic controls and submit a CFR. 3.3 Safety markings. After the white coating has sufficiently dried in accordance with manufacturer's instructions, restore all hangar door safety color markings, including safety stripes, using polysiloxane top coating black (17038), yellow (13538), and red (11105) colors in accordance with Air Capable Ship Aviation Bulletin 1L (2009). NOTE Extreme precaution must be taken to prevent roller curtain door damage during preservation process. 3.3.1 After the white coating has sufficiently dried in accordance with manufacturer's instructions, restore all hangar door safety color markings, including safety stripes, using polysiloxane top coating Black (17038), Yellow (13538), and Red (11105) colors, as applicable, and in accordance with the following: 3.3.2. Per AVFAC Bulletin 1M: "On ships with vertically activated hangar doors, the lower 2 feet (0.61m) of the door (exterior and interior) shall be painted with alternating yellow and red stripes (to provide a visual indication as to whether the door has been fully retracted prior to aircraft movement into and out of the hangar). The stripes shall be 4 inches (0.10 m) wide, and shall be painted at an angle of approximately 45 degrees rising from port to starboard. In addition, alignment stripes shall also be painted on hangar doors that, when fully retracted as designed, leave visible yellow/red stripes at the top of the doorway, yet still provide sufficient clearance for aircraft movement into/out of the hangar. With the hangar door fully retracted, the alignment stripes shall be painted in the upper corners of the doorway, on the door (exterior and interior), and on the adjacent track/bulkhead. The alignment stripes shall be readily visible from the deck, and should be approximately 6 inches (0.15m) long and 2 inches (0.05m) wide." 3..3.3 Per AVFAC Bulletin 1M: "...where the approach line intersects a white forward superstructure or hangar face, two 12-inch black lines shall be painted on either side of the approach line, up the aft face of the superstructure from the flight deck to the top of the forward superstructure/hangar face. This will create an apparent 12-inch wide white extension of the approach line, up the white forward structure/hangar face for proper pilot alignment." 3.4 Lubrication. The Contractor shall lubricate Helo Hanger Door Assembly (i.e. Port and Starboard) components in accordance with Table 2.1 of the TP 7181. NOTE Coast Guard personnel will operate all shipboard machinery and equipment. 3.5 Operational test - post repairs. After completion of installation, the Contractor and Tech Rep shall, in the presence of the Coast Guard Inspector, thoroughly test Port and Starboard Helo Hanger Door in Normal and Emergency Operation in accordance with TP 7181 to demonstrate operating condition. Submit a CFR. 3.5.1 Adjust and calibrate door curtain and chain assembly. Adjust spring tension. 3.5.2 Check operations of safety devices and adjust as necessary. Adjust the limit switches for proper operation. 3.5.3 Adjust roller curtain tie down dogs. 3.5.4 Check the electrical motor for proper operation. 3.6 Touch-up preservation. The Contractor shall prepare and coat all new and disturbed exterior and interior surfaces to match existing adjacent surfaces, in accordance with SFLC Std Spec 6310, Appendix A (Cutter and Boat Exterior Painting Systems) and Appendix B (Cutter and Boat Interior Painting Systems), respectively, and as applicable. 4. NOTES 4.1 Base Access Requirements. Access to the Federal Law Enforcement Training Center (FLETC) requires submittal of access forms. The FTC-OSPR-17 and OF306 forms are required for all U.S. citizens. The 17A form is an additional form that is required for all foreign nationals (including naturalized citizens). FLETC requires 10-14 days for processing of applications for U.S. Citizens and up to 30 days for foreign nationals. In general, new contractors are provided with an initial 30-day badge. These 30 days are intended to provide time for the contractor to get fingerprinted and allows the CG time to process fingerprints (which typically takes 2 weeks). It is only after FLETC receives positive fingerprint results that they will provide a "full-badge" (which should last the duration of the contract). If and only if, the contract will last 5 days or less, only a FTC-OSPR-17Z needs to be submitted for each contractor that will need access to the facility. Contractors that will be onsite for longer than 5 days will need to follow the process outlined above.
