- Synopsis / Pre-Solicitation Notice - This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. This procurement is being conducted in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 15 Contracting by Negotiation. The Department of the Interior (DOI), the Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), intends to award a single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Geological Interpretive Tools (GIT) for Petroleum Exploration & Production (E&P) Analysis, with task orders to be issued on a firm-fixed-price (FFP), labor hour (LH) or time-and-materials (T&M). The applicable NAICS Code is 511210, Software Publishers. The Product/Service Code is D319, Information Technology Annual Software Services. This solicitation will be conducted on a sole source basis with Schlumberger Technology Corporation., 225 Schlumberger Dr., Sugar Land, TX 77478-3155 (DUNS:005926100) under the authority of FAR Subpart 6.302. A Justification for Other than Full and Open Competition is attached. The ordering period of the resultant IDIQ contract is expected to be 60 months from the date of award with a ceiling amount of $25,000,000. BACKGROUND: The Bureau of Ocean Energy Management has a requirement for a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract to obtain tools necessary to perform independent analyses of oil and gas resources and reserves, while maintaining technical parity with industry. This contract will provide for the acquisition of COTS geoscience, geophysical and engineering software applications, software maintenance, software and non-software consulting services, and training to effectively perform petroleum exploration and production analysis. OBJECTIVES: The main objective of this IDIQ contract is to obtain a cost effective solution to modernize, maintain, or replace the current GIT technology, while leveraging existing investments in hardware infrastructure and software. BOEM/BSEE has invested heavily in existing GIT software through both direct costs, including the cost of the software, maintenance and support services; and through indirect costs, which include the cost of personnel time, training, and technology. Critical data are stored in existing proprietary software application formats and workflows have been developed around these existing project data stores. The current GIT technology primarily is based on Schlumberger Information Solutions tools that are deployed within the BOEM/BSEE IT environment. SCOPE: The Contractor shall provide Geological Interpretive Tools (GIT), to include Software, Software Maintenance, Training, and Consulting Services. The BOEM requires a fully integrated software solution, which includes the following capabilities: 1. Amplitude Variation with Offset Analysis 2. Data Management, Geology 3. Geologic Modeling 4. GeoStatistics 5. Gravity/Magnetics 6. Integration 7. Knowledge Management 8. Mapping and Gridding 9. Petrophysical Analysis 10. Risk and Value 11. Reservoir Engineering 12. Reservoir Simulation 13.
