- PRE-SOLICITATION NOTICE- This is a Pre-Solicitation Notice only, the Solicitation is anticipated to be posted on or around July 5,2019. Contractor shall completely prepare site and furnish labor and materials and perform work for project: Replace Elevators Building 53, 657-18-101JB as required by drawings and specifications for each project at the Saint Louis Healthcare System, Jefferson Barracks Division, St. Louis, MO. PROJECT OVERVIEW This project will replace the passenger and freight elevators in Building 53 at the Jefferson Barracks Division of the Veterans Affairs Saint Louis Healthcare System. PROJECT SCOPE DESCRIPTION The project will be phased, at least one elevator will be operational throughout construction. Contractor will be responsible for maintenance of both elevators throughout the period of performance. The Service and Passenger elevators will be replaced with new hydraulic elevators which maintain their current capacities of 5000LBs and 4000LBs respectively. Construction will be completed in two phases to ensure one elevator always remains operational. The Service elevator will be Phase 1. Both elevators will receive a full replacement and modernization of equipment and controllers, existing guiderails will be reused and are the single exception to full replacement. Elevator cabs will be renovated with new stainless-steel wall panels below the handrail and raised palm panels above. Wall protection will include a stainless-steel handrail and two stainless steel bumper guards mounted below. Raised palm panel ceilings will include LED lighting. Elevator entrance doors will be replaced with stainless steel doors, jambs and heads. Existing wall protection in Lobby areas will be replaced with stainless steel hand/crash rails and corner guards. Existing pipe bollards will remain and receive new paint finishes. All walls of the elevator Lobbies will receive new paint finishes. New elevator mechanical rooms will be constructed in the Penthouse at each elevator to simplify the cooling requirements of modern elevator power and control equipment. New pipe railings, handrails and metal stairs will replace the existing railings and ladders. Replace the cooling/heating system in the penthouse to serve both equipment rooms and the rest of the room. Elevators and elevator landings will have PIV readers for emergency conditions. Design addresses current mechanical maintenance issues, heavy use requirements for cab and wall protection while increasing elevator efficiency and capability. The Estimated range to complete the Replace Elevators in Building 53 is $1,000,000.00 and $ 2,000,000.00 Dollars. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project will be solicited as a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 238290 (Other Building Equipment Contractors), with a small business size standard of $36.5 million. Period of Performance is 210 calendar days from NTP. This completion period includes final inspection and cleanup of the premises and completion of as-built drawings. Award will be made utilizing the Best Value Lowest Price Technical Acceptable (LPTA) Source Selection Process in accordance with Federal Acquisition Regulation (FAR) Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. The offeror is responsible to monitor and download any amendments from the Federal Business Opportunities (https://www.fbo.gov/) website, which will be issued to issue this solicitation. In accordance with FAR 52.204-7, Required SAM and in accordance with Veterans Affairs Acquisition Regulation (VAAR) 802.101, VIP Registration, prospective contractors must be registered in SAM and in the VIP databases under the applicable NAICS. Firms may obtain SAM information at https://www.sam.gov/SAM/pages/public/index.jsf and VIP information at https://www.vip.vetbiz.va.gov/ The solicitation package and drawings should be available for download on or about July 5, 2019 and the proposal due date will be on or about August 15, 2019. An organized site visit will be scheduled, and the information will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend.
