Description
THIS REQUEST FOR INFORMATION (RFI) IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. IAW FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. This is NOT a solicitation announcement. This is a sources sought/RFI only. The purpose of this sources sought/RFI is to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) under NAICS 315210. Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. SOURCES SOUGHT DESCRIPTION The Department of Veterans Affairs, Network Contracting Office 22, VA Long Beach Healthcare System, is seeking sources that can provide a Police Hybrid Vests that at a minimum meets the following salient characteristics: #AXBIIA 1) The vest man custom hybrid designated for external wear. includes fit guarantee, 5-year warranty, Point Blank Alpah Elite Black (#AXBIIA) w/one concealed carrier and soft trauma plate. NIJ. 06 certified w/5year warranty. 10 EA #HBVC 2) Hybrid vest carrier (item #HBVC1) designed for external wear. Includes guaranteed fit and 5-year warranty. 7 EA 3) Shipping (Not to Exceed $249.00) 1 S&H Department of Veterans of Veterans Affairs Long Beach, CA, Police Department  is seeking to provide External Body Armor Vest Carriers (HBVC1), and soft Body Armor (PBE AXIIIAB). The  Hybrid Vest Carrier works in conjunction with the AXIIIAB body armor. The AXIIIAB and HBVC1 have been tested together to protect an officer and must be able to carry narc cans and  tourniquets to carry in the field. Vest need to be constructed 600 Denier Polyester heavy-duty material and #69 nylon thread for the requested color. Material must be water- resistant and has urethane backing to keep moisture away from Kevlar panels. Each  HBVC1 vest carrier will be constructed as a 100% custom vest for each officer's new or existing ballistic panels. Sizes such as S, M, L, XL, etc. are not acceptable.   Vest must have the ability to store duty gear, as well as accommodate level IV capable hard armor plates, if so desired by the command staff of the Police Department.   All pockets will be designed to custom fit each item requested by each officer, and each pocket sewn in the location requested by each officer.  Number of pockets will be determined by the Police command staff and individual officer - with no cost increase incurred because of additional pockets ordered.  Custom pockets for new items such as narc cans and tourniquets will not increase price.    Uniform shirt pockets matching the approved VA uniform shirt style will be constructed with the expanding   accordion  feature. Custom pockets will be constructed to properly fit narc cans, tourniquets, radio, handcuffs, gloves, cargo pockets, and any other items an officer may request at the in-person, personal fitting. Each HBVC1 shall have  custom features built into the vest carrier to accommodate radio ear-bud wiring and paddle mic cords as requested. Body armor used with HBVC1 should not weigh more than 0.79 LBS per square foot and should not be thicker than 0.19 for maximum redistribution of weight benefit to the officer. The contractor vest will come to the Police Department to properly fit each officer for an in-person fitting. The contractor will take the vest back, repair it and/or make the changes requested by the individual officer with no charge made to the Police Department or officer. All adjustments must be completed within 10 working days of receiving the vest back. Vest shall have a 5-year warranty (the same span as the Kevlar Panel warranties) on each vest carrier that guarantees to fix/replace any tears in the pockets or straps while also guaranteeing that the vest carrier will not fade and that the Velcro and elastic will be replaced as need for 5 years. Contractor will agree in writing that once the order is properly placed that the vest carriers will be received by the officers within the agreed upon time.     Height/Weight Tails? Front/Back Hand?
