- The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific), intends to negotiate on a sole source basis with Real-Time Innovations, Inc., located in Sunnyvale, CA for one (1) Connext DDS Professional Developer Subscription, one (1) 01OCT14SUBS, Adjustment Continuation of Existing Subscription and one (1) Basic Support, User Subscription. Real-Time Innovations, Inc., CAGE Code # 03FH8, is classified as a small business under NAICS code 511210. This equipment will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The mission of NIWC Pacific is to enable Naval, Joint, National, and Coalition war fighters with information dominance through research, development, delivery, and support of integrated capabilities. As such, it is essential SPAWAR provide the necessary equipment and services required for our warfighters to be successful in these efforts. The Connext DDS Professional Developer subscription will be used in the modification of the GPS Based Positioning Navigation and Timing Service (GPNTS) system. It is needed for GPNTS software components to communicate with each other in accordance with the defined design and interface specifications. The GPNTS MGUE is an Air Force GPS Directorate funded Engineering Change to the PEO C4I PMW/A 170 ACAT III Program. The Air Force GPS Directorate is the lead agency developing Military GPS User Equipment (MGUE), which are the next generation GPS receivers capable of receiving new signals in space (e.g. M-Code). They are required to develop and test MGUE on a lead platform for each domain. As the Maritime Domain lead, the Navy has designated that MGUE be integrated into GPNTS. Real-Time Innovations, Inc. is the only known source that can provided the requested equipment. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the above-mentioned requirement as specified. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government.
